The Standing Committee on Public Accounts met in a televised session at 9:07 a.m. this day, in Room 237-C Centre Block, the Chair, John Williams, presiding.

 

Members of the Committee present: Odina Desrochers, Marlene Jennings, Hon. Walt Lastewka, Dennis Mills, Hon. Shawn Murphy, Hon. Robert Thibault, Alan Tonks, Judy Wasylycia-Leis and John Williams.

 

Acting Members present: Diane Ablonczy for Philip Mayfield, Ken Epp for Val Meredith, Michel Guimond for Roger Gaudet, Christian Jobin for Hon. Joe Jordan, Jason Kenney for Paul Forseth, Peter MacKay for Peter Goldring, Paul Harold Macklin for Dominic LeBlanc, Marcel Proulx for Hon. Walt Lastewka and Vic Toews for Val Meredith.

 

In attendance: Library of Parliament: Brian O'Neal, Analyst. House of Commons: Gregory Tardi, Senior Legal Counsel; Rob Walsh, Law Clerk and Parliamentary Counsel.

 

Witnesses: As an Individual: Gilles-André Gosselin.

 

Other Participants present: KPMG: Greg McEvoy, Forensic Auditor. As Individuals: Josée Gamache, Counsel to Gilles-André Gosselin; Pierre Leduc, Counsel to Gilles-André Gosselin.

 
Pursuant to Standing Order 108(3)(g), the Committee resumed consideration of Chapter 3, the Sponsorship Program, Chapter 4, Advertising Activities and Chapter 5, Management of Public Opinion Research of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004.
 

Pursuant to the motion adopted on April 14, 2004, the witness was sworn in.

 

Gilles-André Gosselin made a statement and answered questions.

 

By unanimous consent, it was agreed, — That all rounds of questionning for this witness be eight (8) minutes.

 

At 11:08 a.m., the sitting was suspended.

At 11:29 a.m., the sitting resumed.

 

By unanimous consent, on motion of Marlene Jennings, it was agreed, — That the Committee host a working luncheon for members of the Public Accounts Committee of the Republic of Ireland during the week of May 3, 2004.

 

At 1:02 p.m., the Committee adjourned to the call of the Chair.
