The Standing Committee on Government Operations and Estimates met at 9:04 a.m. this day, in Room 371 West Block, the Chair, Paul Szabo, presiding.

 

Members of the Committee present: Leon Benoit, Brenda Chamberlain, Paul Forseth, Roger Gaudet, Pat Martin, Alex Shepherd, Paul Szabo and Lynne Yelich.

 

Acting Members present: Monique Guay for Gilles-A. Perron.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst.

 

Witnesses: Public Service Integrity Office: Edward W. Keyserlingk, Public Service Integrity Officer; Pierre Martel, Executive Director; Jean-Daniel Bélanger, Senior Counsel. Working Group on the Disclosure of Wrongdoing: Kenneth Kernaghan, Chair, Professor of Political Science and Management, Brock University; Hélène Beauchemin, President of HKBP Inc.; Merdon Hosking, President of the Association of Public Service Financial Administators; L. Denis Desautels, Director, Centre on Governance, University of Ottawa.

 
Pursuant to the Order of Reference of Tuesday, April 20, 2004, the Committee resumed consideration of Bill C-25, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair calls Clause 2.

 

Dr. Keyserlingk made a statement and answered questions.

 

At 10:05 a.m., the sitting was suspended.

At 10:07 a.m., the sitting resumed.

 

Mr. Kenneth Kernaghan made a statement and, with Denis Desautels, Hélène Beauchemin, Merdon Hosking, answered questions.

 
Pursuant to Standing Order 39(5)(b), the Committee commenced consideration of the failure of the Ministry to respond to written question No. Q-72 on the Order Paper referred to the Committee on Monday, April 26, 2004 regarding grants, loans, contributions and contracts that have been awarded in the constituency of West Vancouver-Sunshine Coast.
 
It was agreed, — That, in view of the fact that the Government response was tabled on April 28, 2004 no futher action by the Committee is required.
 

At 11:05 a.m., the Committee adjourned to the call of the Chair.
