The Standing Committee on Foreign Affairs and International Trade met at 9:15 a.m. this day, in Room 269 West Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Stéphane Bergeron, Scott Brison, Stockwell Day, Francine Lalonde, Paul Harold Macklin, Diane Marleau, Dan McTeague, Bernard Patry, Karen Redman, Raymond Simard and Bryon Wilfert.

 

Associate Members present: Joe Clark.

 

Other Members present: Richard Marceau.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal Analyst; James Lee, Analyst; Marcus Pistor, Analyst.

 

Witnesses: Canadian Foundation for the Americas: John W. Graham, President, Board of Directors; Carlo Dade, Senior Advisor.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March 30, 2004, the Committee resumed its study of the issue of declaring suicide bombing directed at innocent civilians a crime against humanity.
 

The Committee resumed consideration of the motion of Stockwell Day, — That the Committee support the request of Members of the House representing all political parties to have suicide bombing directed at innocent civilians be declared a crime against humanity by the Parliament of Canada.

 

On motion of Diane Marleau, it was agreed on division, — That the debate be now adjourned until the next sitting of the Committee.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Stockwell Day moved, — That whenever the Main Estimates or Supplementary Estimates are referred to the Committee, the Committee may invite the Minister and any relevant Senior Officials of a Department to appear at a meeting of the Committee and, if possible, that it be televised.

 

After debate, the question was put on the motion and it was agreed to.

 

On motion of Stockwell Day, it was agreed, — That whenever a Chapter of a Report of the Auditor General refers to a subject under the mandate of the Committee, the Committee study the matter and invite officials of the Office of the Auditor General of Canada and any relevant Senior Officials of a Department to appear at a meeting of the Committee and, if possible, that it be televised.

 

At 9:57 a.m., the sitting was suspended.

At 10:07 a.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March 11, 2004, the Committee resumed its study on the situation in Haiti.
 

The witnesses made statements and answered questions.

 

At 10:55 a.m., the Committee adjourned to the call of the Chair.
