The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in a televised session at 8:35 a.m. this day, in Room 253-D Centre Block, the Chair, Guy St-Julien, presiding.

 

Members of the Committee present: Hon. Larry Bagnell, Stan Dromisky, John Duncan, Hon. André Harvey, Nancy Karetak-Lindell, Rick Laliberte, Yvan Loubier, Guy St-Julien and Hon. Andrew Telegdi.

 

Acting Members present: Andy Burton for Maurice Vellacott.

 

Associate Members present: Bev Desjarlais.

 

In attendance: Library of Parliament: Mary Hurley, Analyst; Tonina Simeone, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Jeff Greenberg, Principal, Audit Operations Branch; Jerome Berthelette, Principal. Nunavut Tunngavik Incorporated: John Bainbridge, Senior Policy Advisor; Joanasie Akumalik, Director of Implementation. Gwich'in Tribal Council: Deborah Bisson, Director, Lands, Resources and Implementation; Brian A. Crane, Barrister and Solicitor, Gowling Lafleur Henderson.

 
Pursuant to Standing Order 108(2), the Committee commenced consideration of the Report of the Auditor General of Canada, November 2003, Chapters 8, 9, 10.
 

Sheila Fraser made a statement and, with the other witnesses, answered questions.

 

At 9:50 a.m., Nancy Karetak-Lindell took the Chair.

 

At 10:01 a.m., the sitting was suspended.

At 10:07 a.m., the sitting resumed.

 

Joanasie Akumalik, Deborah Bisson and Brian Crane made statements and, with the other witness, answered questions.

 

At 10:37 a.m., Guy St-Julien took the Chair.

 

It was agreed, — That the Minister of Indian Affairs and Northern Development be invited to appear on Tuesday, March 30, 2004.

 

At 11:02 a.m., the Committee adjourned to the call of the Chair.
