Pursuant to Standing Order 39(7), Mr. Cuzner (Parliamentary Secretary to the Prime Minister) presented the return to the following question made into an Order for Return:

Q-35 — Mr. Rajotte (Edmonton Southwest) — Since 1996, what grants, contributions, contracts and/or loan guarantees made either through a crown corporation, department, and/or agency of the government did each of the following companies receive: Bombardier (and any of its subsidiaries), Power Corporation, and Milit-Air Inc., specifying the source and value of the grant, contribution, contract and/or loan guarantee, date made, reason(s) for providing the funding, and present status of the grant, contribution, and /or loan guarantee (whether repaid, partially repaid, or unpaid - including the value of the repayment - in the case of contracts please specify whether the contract is fulfilled, whether it was tendered and any reason for limiting the tender)? — Sessional Paper No. 8555-372-35.

Government Orders

The House resumed consideration of the motion of Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) , seconded by Mr. Collenette (Minister of Transport) , — That Bill C-24, An Act to amend the Canada Elections Act and the Income Tax Act (political financing), be now read a second time and referred to the Standing Committee on Procedure and House Affairs;

And of the amendment of Mr. Harper (Calgary Southwest) , seconded by Mr. Reynolds (West Vancouver—Sunshine Coast) , — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“this House decline to give second reading to Bill C-24, An Act to amend the Canada Elections Act and the Income Tax Act, because the Bill shifts the sources of contributions to political parties from the voluntary actions of people and organizations to a mandatory imposition on all taxpayers, making political parties more dependent upon the state and less responsive to society.”.

The debate continued.

Private Members' Business

At 5:52 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

Mr. Robinson (Burnaby—Douglas) , seconded by Mr. Comartin (Windsor—St. Clair) , moved, — That, in the opinion of this House, the government should: (a) recognize the genocide of the Armenians and condemn any attempt to deny or distort this historical truth as being anything less than genocide, a crime against humanity; and (b) designate April 24 th of every year hereafter throughout Canada as a day of remembrance of the 1.5 million Armenians who fell victim to the first genocide of the twentieth century. (Private Members' Business M-137)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

Messages from the Senate

A message was received from the Senate as follows:

    — ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-4, An Act to amend the Nuclear Safety and Control Act, without amendment.

Adjournment Proceedings

At 6:50 p.m., pursuant to Standing Order 38(1), the question “That this House do now adjourn” was deemed to have been proposed.

After debate, the question was deemed to have been adopted.
