Government Orders

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-48, An Act to amend the Income Tax Act (natural resources).

Ms. McLellan (Minister of Health) for Mr. Manley (Minister of Finance) , seconded by Ms. Caplan (Minister of National Revenue) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

Motions

By unanimous consent, it was ordered, — That, notwithstanding previous orders, in relation to its study of prescription drugs, a group comprised of five government members, two members of the official opposition and one member from each remaining opposition parties of the Standing Committee on Health be authorized to travel to Vancouver, Edmonton, Saskatoon and Winnipeg, during the week of September 29, 2003, and to Halifax, Québec and Toronto during the week of October 27, 2003, and that the necessary staff do accompany the Committee.

Government Orders

The House resumed consideration of the motion of Mr. Manley (Minister of Finance) , seconded by Ms. Caplan (Minister of National Revenue) , — That Bill C-48, An Act to amend the Income Tax Act (natural resources), be now read a second time and referred to the Standing Committee on Finance.

Deferred Recorded Divisions

Business of Supply

Pursuant to Standing Order 45, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Schellenberger (Perth--Middlesex) , seconded by Mr. Mark (Dauphin—Swan River) , — That, in the opinion of the House, the Prime Minister should convene and lead a multi-party delegation including representatives of the industry to Washington at the earliest possible date to discuss with officials of the Congress and the Government of the United States all possible means to fully reopen the U.S. border to shipments of Canadian livestock.

The House resumed consideration of the motion of Ms. Venne (Saint-Bruno—Saint-Hubert) , seconded by Mr. Borotsik (Brandon—Souris) , — That, in the opinion of this House, the government should immediately suspend application of the Canadian Firearms Programme in order to hold a public inquiry into the reasons for the Programme’s extraordinary cost overruns, and to submit a structured and detailed strategic plan that would have to be approved in advance by this House; (Private Members' Business M-387)

And of the amendment of Mr. Lanctôt (Châteauguay) , seconded by Ms. St-Hilaire (Longueuil) , — That the motion be amended by deleting the word “suspend” and substituting the following:
