Meeting No. 3

Monday, March 31, 2003

The Subcommittee on Electoral Boundaries Readjustment of the Standing Committee on Procedure and House Affairs met at 4:37 p.m. this day, in Room 209, West Block, the Chair, Paddy Torsney, presiding.

Members of the Subcommittee present:  Rick Borotsik, Yvon Godin, Michel Guimond, Marcel Proulx, Scott Reid and Paddy Torsney.

Acting Member present:  Libby Davies for Yvon Godin from 4:45 p.m. till 6:29 p.m., and from 7:10 p.m. till 7:32 p.m.

In attendance:  From the Library of Parliament:  James Robertson, Principal; John Wright, Research Officer.  From the Office of the Chief Electoral Officer of Canada:  André Cyr, Project Manager, Electoral Geography Division, Register and Geography Directorate.

Witnesses:  From the House of Commons:  John Harvard, Charleswood St. James--Assiniboia; Andy Savoy, Tobique—Mactaquac; Yvon Godin, Acadie—Bathurst; Charles Hubbard, Miramichi; John Herron, Fundy—Royal.

Pursuant to the Order of Reference adopted by the Standing Committee on Procedure and House Affairs on Thursday, November 7, 2002, the Subcommittee resumed consideration of the matter of the objections to the report of the electoral boundaries commission for Manitoba.

John Harvard made a statement and answered questions.

Pursuant to the Order of Reference adopted by the Standing Committee on Procedure and House Affairs on Thursday, November 7, 2002, the Subcommittee commenced consideration of the matter of the objections to the report of the electoral boundaries commission for New Brunswick.

Andy Savoy made a statement and answered questions.

Yvon Godin made a statement and answered questions.

Charles Hubbard made a statement and answered questions.

John Herron made a statement and answered questions.

At 6:29 p.m., the sitting was suspended.

At 6:40 p.m., the sitting resumed in camera.

At 7:32 p.m., the Committee adjourned to the call of the Chair.
