MINUTES OF PROCEEDINGS

Meeting No. 4

Tuesday, November 26, 2002

The Standing Committee on Public Accounts met at 3:32 p.m. this day, in Room 209, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Robert Bertrand, John Bryden, Odina Desrochers, Paul Forseth, Mac Harb, Philip Mayfield, Val Meredith, Shawn Murphy, Beth Phinney, Alex Shepherd and John Williams.

Acting Members present: Yolande Thibault for John Finlay; Peter Stoffer for Pat Martin.

Associate Member present: Peter Stoffer.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O’Neal and Jean Dupuis, Analysts.

Witnesses: From the Office of the Auditor General: Sheila Fraser, Auditor General of Canada; John Wiersema, Assistant Auditor General, Audit Operations Branch; Clyde MacLellan, Principal. From the Treasury Board of Canada Secretariat: Richard Neville, Deputy Comptroller General, Comptrollership Branch; John Morgan, Executive Director, Financial Management and Accounting Policy Directorate, Comptrollership Branch. From the Department of Finance: Peter DeVries, Director, Fiscal Policy Division, Economic and Fiscal Policy Division.

The Committee proceeded to the consideration of the Notice of Motion of Philip Mayfield.

Philip Mayfield moved, - That this committee call Mr. Guité back for an in camera meeting to continue his comments with this committee and receive questions from its members.

Debate arose thereon.

On motion of Val Meredith, it was agreed, - That Philip Mayfield’s motion be deferred until a verbal report from the Law Clerk on all the issues surrounding the in camera meeting, including what was said by members after the meeting and what was reported in the media and that if we feel that the verbal report is insufficient that a written report be provided.

Pursuant to Standing Order 108(3)(e), the Committee commenced consideration of the Public Accounts of Canada 2001-2002.

The witnesses made statements and answered questions.

At 5:34 p.m., the Committee adjourned to the call of the Chair.
