Wednesday, March 19, 2003

The Standing Committee on Government Operations and Estimates met at 3:35 p.m. this day, in Room 362, East Block, the Vice-Chair, Tony Valeri, presiding.

Members of the Committee present: Roy Cullen, Ken Epp, Raymonde Folco, Paul Forseth, Robert Lanctôt, Gerry Ritz, Judy Sgro, Paul Szabo and Tony Valeri.

Acting Members present: Hon. Andy Scott for Reg Alcock; Dominic LeBlanc for Carolyn Bennett; Hon. Lawrence McAulay for Tony Tirabassi.

In attendance: From the Library of Parliament:  Jack Stilborn, Analyst.

Pursuant to Standing Order 81(5), the Committee resumed consideration of the Supplementary Estimates (B) for the fiscal year ending March 31, 2003, referred to the Committee on Wednesday, February 26, 2003 (See Minutes of Proceedings of Monday, March 17, 2003).

Witnesses: From the Public Service Commission of Canada: Scott Serson, President; Greg Gauld, Vice-President, Policy, Research and Communications; Gaston Arsenault, General Counsel; Maureen Stewart, Director, Human Resources Policy Renewal and Legislation . As an Individual: Lawrence Strong, Former Chair, Advisory Panel on Senior Level Retention. From the Human Resources Council: Joanne Toews, Chair, Human Resources Council, Assistant Deputy Minister (Human Resources) Human Resources Development Canada; George DaPont, Vice-Chair, Human Resources Council, Assistant Deputy Minister (Human Resources) Fisheries and Oceans Canada.

Pursuant to its Order of Reference of Thursday, February 20, 2003, the Committee resumed consideration of Bill C-25, An Act to modernize employment and labour relations in the public service and to amend the Financial Administration Act and the Canadian Centre for Management Development Act and to make consequential amendments to other Acts (See Minutes of Proceedings, Thursday, February 27, 2003, Meeting No. 12).

Pursuant to Standing Order 75(1) consideration of Clause 1 was postponed.

The Vice-Chair called Clause 2.

Scott Serson made an opening statement and with Gaston Arseneault, answered questions.

At 4:35 p.m., the sitting was suspended.

At 4:40 p.m., the sitting resumed.

Lawrence Strong and Joanne Toews each made an opening statement and with George DaPont, answered questions.

At 5:35 p.m., the Committee adjourned to the call of the Chair.
