The Standing Committee on National Defence and Veterans Affairs met at 11:01 a.m. this day, in Room 362 East Block, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

 

Members of the Committee present: Claude Bachand, Robert Bertrand, Bill Blaikie, Cheryl Gallant, Ivan Grose, Jay Hill, Dominic LeBlanc, Joe McGuire, Anita Neville, Janko Peric, David Pratt and Elsie Wayne.

 

Acting Members present: Gilbert Barrette for David Price, Deborah Grey for Rob Anders and Bob Wood for Lawrence O'Brien.

 

In attendance: Library of Parliament: Michel Rossignol, Analyst. As Individual: Barry Hamilton, Consultant.

 
The Clerk of the Committee presided over the election of a Chair.
 

On motion of Robert Bertrand, it was agreed, — That David Pratt be elected Chair of the Committee.

 

The Clerk of the Committee presided over the election of the Vice-Chairs.

 

On motion of Jay Hill, it was agreed, — That David Price be elected, in absentia, as Government Vice-Chair of the Committee.

 

Cheryl Gallant moved, — That Jay Hill be elected as Opposition Vice-Chair of the Committee.

Bob Wood moved, — That Elsie Wayne be elected as Opposition Vice-Chair of the Committee.

Pursuant to Standing Order 106(3), the election was conducted by secret ballot.

The ballots having been counted, Jay Hill was declared duly elected as Opposition Vice-Chair of the Committee.

 

David Pratt took the Chair.

 

A moment of silence was observed in memory of Canadian Forces members in Afghanistan and their families.

 

By unanimous consent, it was agreed - That the Committee proceed to the consideration of future business.

 
The Committee discussed travelling to Happy Valley - Goose Bay to investigate the effect of cancelling foreign training contracts at the training base on the town and visiting other military bases in Atlantic Canada.
 

It was agreed, — That the Committee begin its hearings on Bill C-37 as soon as possible.

 

It was agreed, — That the Committee begin its hearings on Bill C-50 as soon as possible.

 

Claude Bachand moved, — That the Clerk of the Committee, in consultation with the Chair, prepare a draft budget respecting the Committee’s proposed travel to Washington, D.C. the week of November 16 to 21 in relation to their study on Canada-United States Defence Cooperation and on other related issues, pursuant to motion passed on February 13, 2003.

 

At 11:30 a.m., the Committee adjourned to the call of the Chair.
