The Standing Committee on Justice and Human Rights met at 3:32 p.m. this day, in Room 705 La Promenade Building, the Chair, Andy Scott, presiding.

 

Members of the Committee present: Garry Breitkreuz, Chuck Cadman, Marlene Jennings, Christian Jobin, Robert Lanctôt, Derek Lee, John Maloney, Inky Mark, John McKay, Lorne Nystrom, Andy Scott, Kevin Sorenson and Vic Toews.

 

In attendance: Library of Parliament: Philip Rosen, Principal; Robin MacKay, Analyst.

 

Witnesses: Department of Justice: Michel Laprade, Legal Counsel, Legal Services, Correctional Service of Canada. Department of the Solicitor General: Normand Payette, Acting Director, Corrections Policy.

 
Pursuant to the Order of Reference of Tuesday, May 13, 2003, the Committee commenced consideration of Bill C-33, An Act to implement treaties and administrative arrangements on the international transfer of persons found guilty of criminal offences.
 

Normand Payette made a statement and with the other witness, answered questions.

 

The Committee considered 3 draft budgets.

 

On motion of John McKay, it was agreed, — That the proposed operational budget of the Committee for its study of Bill C-20 in the amount of $ 31,500 be adopted and that the Chair present the said budget to the budget Sub-Committee of the Liaison Committee.

 

On motion of John McKay, it was agreed, — That the proposed operational budget of the Committee for its study of Bill C-33 in the amount of $8,200 be adopted and that the Chair present the said budget to the budget Sub-Committee of the Liaison Committee.

 

On motion of John McKay, it was agreed, — That the proposed operational budget of the Committee for its study of Bill C-45 in the amount of $13,000 be adopted and that the Chair present the said budget to the budget Sub-Committee of the Liaison Committee.

 

At 4:53 p.m., the Committee adjourned to the call of the Chair.
