The Standing Committee on Canadian Heritage met at 11:03 a.m. this day, in Room 209 West Block, for the purpuse of electing a Chair, pursuant to Standing Order 106(1).

 

Members of the Committee present: Carole-Marie Allard, John Harvard, Wendy Lill, Clifford Lincoln, Alex Shepherd and Chuck Strahl.

 

Acting Members present: Stéphane Bergeron for Christiane Gagnon, Yvon Charbonneau for Liza Frulla, Rodger Cuzner for Paul Bonwick, Brian Fitzpatrick for James Lunney, Karen Kraft Sloan for Dennis Mills, Bill Matthews for R. John Efford, Karen Redman for Sarmite Bulte and Carol Skelton for Jim Abbott.

 

In attendance: House of Commons: Elizabeth B. Kingston, Committee Clerk. Library of Parliament: Monique Hébert, Analyst; Sam Banks, Analyst.

 
The Clerk of the Committee presided over the election of a Chair.
 

On motion of Chuck Strahl, it was agreed, — That Clifford Lincoln be elected Chair of the Committee.

 

Clifford Lincoln was declared duly elected Chair of the Committee.

 

The Clerk of the Committee presided over the election of the Vice-Chairs.

 

On motion of Chuck Strahl, it was agreed, — That Jim Abbott be elected as Opposition Vice-Chair of the Committee.

 

Jim Abbott was declared duly elected as Opposition Vice-Chair of the Committee.

 

Karen Kraft Sloan moved, — That John Harvard be elected as Goverment Vice-Chair of the Committee.

Rodger Cuzner moved, — That Paul Bonwick be elected as Goverment Vice-Chair of the Committee.

Pursuant to Standing Order 106(3), the election was conducted by secret ballot.

The ballots having been counted, John Harvard was declared duly elected as Goverment Vice-Chair of the Committee.

 

Clifford Lincoln took the Chair.

 

At 11:12 a.m., the sitting was suspended.

 

At 11:13 a.m., with unanimous consent, the Committee resumed sitting in camera to discuss its future business.

 

It was agreed, — That, the Chair present the report of the Committee to the effect that the Committee recommends, in accordance with Section 92 of the Copyright Act, the Standing Committee on Canadian Heritage be authorized to continue its deliberation for the statutory review of the Act, beyond October, 3, 2003, as determined by the Act, and to present its final report no later than September 30, 2004.

 

It was agreed, — That, the Committee receive requests to appear and complete briefs for its statutory review of the Copyright Act until October 17, 2003 and that the Clerk publish a press release.

 

At 11:44 a.m., the Committee adjourned to the call of the Chair.
