Meeting No. 44

Tuesday, June 10, 2003

The Standing Committee on Canadian Heritage met at 9:08 a.m. this day, in Room 371, West Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Carole-Marie Allard, Paul Bonwick, Sarmite Bulte, Christiane Gagnon, Clifford Lincoln, James Lunney, Gary Schellenberger, Alex Shepherd and Chuck Strahl.

Acting Member present: Jocelyne Girard-Bujold for Caroline St-Hilaire.

In attendance: From the Library of Parliament:  Monique Hébert and Sam Banks, research officers.

Witnesses: From the Office of the Information Commissioner of Canada: Hon. John M. Reid, Information Commissioner of Canada; J. Alan Leadbeater, Deputy Information Commissioner of Canada; Daniel Brunet, General Counsel. From the Department of Canadian Heritage: Jean Guérette, Executive Director, Portfolio Affairs; Patrick O'Reilly, Director, Policy, Planning and Resourcing (Portfolio Affairs); Bruce Stockfish, Director General, Copyright Policy; Jeff Richstone, General Counsel; Andrée Delagrave, Assistant Deputy Minister, Transformation, National Library of Canada/National Archives of Canada.

Pursuant to its Order of Reference of Tuesday, May 27, 2003, the Committee resumed consideration of Bill C-36, An Act to establish the Library and Archives of Canada, to amend the Copyright Act and to amend certain Acts in consequence (See Minutes of Proceedings, Thursday, May 29, 2003, Meeting No. 41).

The Committee resumed consideration of Clause 2.

John Reid made a statement and, with J. Alan Leadbeater and Daniel Brunet, answered questions.

At 10:05 a.m., the sitting was suspended.

At 10:08 a.m., the sitting resumed.

Andrée Delagrave made a statement and, with the other witnesses from the Department of Canadian Heritage, answered questions.

At 10:58 a.m., the sitting was suspended.

At 11:00 a.m., the sitting resumed in camera

At 11:12 a.m., the Committee adjourned to the call of the Chair.
