Meeting No. 8

Tuesday, November 26, 2002

The Standing Committee on Procedure and House Affairs met at 11:08 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present:  Peter Adams, Rick Borotsik, Marlene Catterall, Yvon Godin, Michel Guimond, Dale Johnston, Joe Jordan, Geoff Regan, John Reynolds, Jacques Saada, Werner Schmidt and Guy St-Julien.

Acting Members present:  Mac Harb for Wayne Easter; Massimo Pacetti for Carolyn Parrish; Derek Lee for Tony Tirabassi; Ken Epp for John Reynolds at 11:23 a.m.

Associate Member present:  Ken Epp.

In attendance:  From the Library of Parliament:  James Robertson, Principal; Margaret Young, Research Officer.

Witnesses:  From the Office of the Ethics Commisioner for Alberta:  Robert C. Clark, Ethics Commissioner.  From the Legislative Assembly of Saskatchewan:  Gerald Gerrand, Conflict of Interest Commissioner.  From the Legislative Assembly of the Northwest Territories:  The Hon. E.N. (Ted) Hughes, Conflict of Interest Commissioner.

Pursuant to its mandate under Standing Order 108(3)(a), the Committee considered its future business.

Pursuant to its mandate under Standing Order 108(3)(a)(iii), the Committee resumed consideration of matters related to the inclusion of a code of conduct in the Standing Orders of the House.

Ted Hughes and Gerald Gerrand each made a statement and, with Robert Clark, answered questions.

At 12:39 p.m., the Committee adjourned to the call of the Chair.
