Meeting No. 8

Tuesday, December 10, 2002

The Standing Committee on Fisheries and Oceans met at 9:33 a.m. this day, in Room 701, La Promenade Building, the Chair, Tom Wappel, presiding.

Members of the Committee present: Sarkis Assadourian, Andy Burton, John Cummins, Rodger Cuzner, R. John Efford, Georges Farrah, Loyola Hearn, Dominic LeBlanc, Bill Matthews, Joe Peschisolido, Jean-Yves Roy, Peter Stoffer, Tom Wappel.

In attendance: From the Library of Parliament: Alan Nixon and François Côté, research officers.

Witnesses: From the Government of Newfoundland and Labrador: The Hon. Gerry Reid, Minister of Fisheries and Aquaculture (by videoconference from St. John’s, Newfoundland and Labrador). From the Fish, Food and Allied Workers Union: Earle McCurdy, President. From the Gulf Nova Scotia Fleet Planning Board: J. Léonard LeBlanc, President. From the "Alliance des pêcheurs professionnels du Québec": François Poulin, Advisor. From the "Fédération régionale acadienne des pêcheurs professionnels": Jean Saint-Cyr, Director General. From the Maritime Fishermen's Union: Sandy Siegel, Executive Secretary.

Pursuant to Standing Order 108(2), the Committee resumed its study of the implications of extending Canada's Exclusive Economic Zone to include the Nose and Tail of the Grand Banks and the Flemish Cap (See Minutes of Proceedings, Thursday, November 7, 2002, Meeting No. 2).

The Hon. Gerry Reid made a statement and answered questions.

Earle McCurdy made a statement and answered questions.

By unanimous consent, pursuant to Standing Order 108(2), the Committee commenced a study of the Atlantic Fisheries Policy Review.

Earle McCurdy made a statement and, with J. Léonard LeBlanc, François Poulin, Jean Saint-Cyr and Sandy Siegel, answered questions.

At 11:50 a.m., the sitting was suspended.

At 12:05 p.m., the sitting resumed in camera.

Pursuant to Standing Order 108 (2), the Committee resumed from the previous session a study on Marine Communications and Traffic Services (See Minutes of Proceedings, Thursday, November 7, 2002, Meeting No. 2).

The Committee proceeded to the consideration of a draft report.

At 1:05 p.m., the Committee adjourned to the call of the Chair.
