Meeting No. 3

Tuesday, October 29, 2002

The Standing Committee on Foreign Affairs and International Trade met at 3:37 p.m. this day, in Room 371, West Block, the Chair, Bernard Patry, presiding.

Members of the Committee present: Sarkis Assadourian, Stéphane Bergeron, Aileen Carroll, Irwin Cotler, Stockwell Day, The Hon. Art Eggleton, Mark Eyking, Marlene Jennings, Francine Lalonde, Keith Martin, Pat O'Brien, Deepak Obhrai, Bernard Patry, Svend Robinson.

Also present: The Hon. Consiglio Di Nino, Senator.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee and Gerald Schmitz, Research Officers.

Witnesses: From the Middle Powers Initiative: The Hon. Douglas Roche, O.C., Senator and Chair; The Rt Hon. Kim Campbell, Head of the Delegation, Chair of the Council of Women World Leaders; Bruce Blair, Member and President of the Center for Defense Information (Washington); Jonathan Granoff, Member and President of the Global Security Institute (San Francisco); Alice Slater, Member and President of the Global Resource Action Center for the Environment (New York).

The Committee discussed its future business.

It was agreed, --That notwithstanding the Order of the Committee of October 28, 2002 concerning study of Bill C-14, An Act providing for controls on the export, import or transit across Canada of rough diamonds and for a certification scheme for their export in order to meet Canada's obligations under the Kimberley Process, the Committee hear additional witnesses, commence clause by clause study and dispose of the bill on Tuesday, November 5, 2002.

It was agreed, --That proposed amendments for Bill C-14, An Act providing for controls on the export, import or transit across Canada of rough diamonds and for a certification scheme for their export in order to meet Canada's obligations under the Kimberley Process, be forwarded by Friday, November 1, 2002 to the Clerk for circulation to the members.

Pursuant to Standing Order 108(2), the Committee proceeded to meet with a delegation from The Middle Powers Initiative (See Minutes of Proceedings, Monday, October 28, 2002, Meeting No. 2).

The Hon. Douglas Roche, the Rt. Hon. Kim Campbell and Bruce Blair made opening statements and with, Jonathan Granoff and Alice Slater, answered questions.

At 3:53 p.m., the sitting was suspended.

At 4:05 p.m., the sitting was resumed.

At 5:07 p.m., the Committee adjourned to the call of the Chair.
