Tuesday, April 8, 2003
The Standing Committee on Citizenship and Immigration met at 11:10 a.m. this day, in Room 701, La Promenade Building, the Vice-Chair, Jerry Pickard, presiding.
Members of the Committee present: Diane Ablonczy, Sarkis Assadourian, Yvon Charbonneau, Madeleine Dalphond-Guiral, Libby Davies, Massimo Pacetti, Jerry Pickard, David Price, Lynne Yelich.
Acting Members present: Dominique Leblanc for Anita Neville, Murray Calder for Joe Fontana, Larry Bagnell for John O’Reilly, Roy Bailey for Grant McNally.
In attendance: From the Library of Parliament: Benjamin Dolin; analyst, Law and Government Division.
Witnesses: From the Unisys Corporation: Kevin Curry, Vice-President and General Manager, North America Public Sector; John Souder, Director, Registry and Personal Identification Solutions; Bill Ellis, Client Relationship Executive, Federal Systems.
Pursuant to Standing Order 108(2), the Committee resumed its study of the
National Identity Card (See Minutes of Proceedings, Thursday, February 6,
2003, Meeting No 17).
Kevin Curry and John Souder made opening statements and answered questions.
Pursuant to the motion adopted by the Committee on Tuesday November 5, 2002, the Committee proceeded to the notice of motion of Diane Ablonczy.
Diane Ablonczy moved – That, given the judgement of Mr. Justice Kelen of the Federal Court of Canada on February 21, 2003 that found the Minister of Citizenship and Immigration to have misled this Committee, this Committee feels it is its duty to place this matter before the House at this time since privilege may be involved and to give the House an opportunity to reflect on this matter.
After debate, the question being put on the motion, it was negatived by a show of hands.
