Meeting No. 50

Thursday, March 20, 2003

The Standing Committee on Citizenship and Immigration met at 11:03 a.m. this day, in Room 308, West Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Diane Ablonczy, Sarkis Assadourian, John Bryden, Yvon Charbonneau, Madeleine Dalphond-Guiral, Libby Davies, Joe Fontana, John O'Reilly, Massimo Pacetti, Jerry Pickard, David Price.

Acting Members present: Joe Volpe for Anita Neville, Deborah Grey for Lynne Yelich.

Other Members present: Réal Ménard, Andrew Telegdi.

In attendance: From the Library of Parliament: Benjamin Dolin, analyst, Law and Government Division.

Appearing: From the House of Commons: The Hon. Denis Coderre, Minister of Citizenship and Immigration.

Witnesses: From the Department of Citizenship and Immigration: Michel Dorais, Deputy Minister; John McWhinnie, Assistant Deputy Minister, Centralized Service Delivery and Corporate Services; Lyse Ricard, Assistant Deputy Minister, Operations; Daniel Jean, Assistant Deputy Minister, Policy and Program Development; Dawn Edlund, General Counsel, Legal Services.

Pursuant to Standing Order 81(5), Supplementary Estimates (B) 2002- 2003 - Votes 2b, 5b and 10b under the Department of Citizenship and Immigration referred to the Committee on Wednesday February 26, 2003.

The Chair called Vote 2b.

The Minister made a statement and with Michel Dorais, Daniel Jean, John McWhinnie and Lyse Ricard answered questions.

On motion of Sarkis Assadourian – vote 2b carried on division.

On motion of Sarkis Assadourian – vote 5b carried on division

On motion of Sarkis Assadourian – vote10b carried on division.

On motion of Sarkis Assadourian, it was agreed that the Chair report the Supplementary Estimates B to the House as the Second Report of the Committee.

Diane Ablonczy gave notice of the following motion.

That, given the judgement of Mr. Justice Kelen of the Federal Court of Canada on February 21, 2003 that found the Minister of Citizenship and Immigration to have misled this Committee, this Committee report to the House that the Minister of Citizenship and Immigration is in contempt of this Committee and therefore in contempt of Parliament.

At 1:05 p.m., the Committee adjourned to the call of the Chair.
