MINUTES OF PROCEEDINGS

Meeting No. 32

Tuesday, May 27, 2003

The Standing Committee on Agriculture and Agri-Food met at 11:10 a.m. this day, in Room 209, West Block, the Chair, Paul Steckle, presiding.

Members of the Committee present: David L. Anderson, Rick Borotsik, Garry Breitkreuz, Mark Eyking, Howard Hilstrom, John Maloney, Louis Plamondon, Bob Speller, Paul Steckle and Rose-Marie Ur.

Acting Members present:  Paul Szabo for Larry McCormick and Alan Tonks for Claude Duplain.

Other Member present:  Rick Casson.

In attendance: From the Library of Parliament: Frédéric Forge, analyst; Jean-Denis Fréchette, analyst.

Witnesses: From the Canadian Food Inspection Agency: Robert Carberry, Acting Vice President, Programs; Claude Lavigne, Associate Executive Director, Animal Products Directorate.  From the Department of Agriculture and Agri-Food: Gilles Lavoie, Senior Director General, Operations and Agricultural Industry Services Directorate, Market and Industry Services Branch.

Pursuant to Standing Order 108(2), the Committee proceeded to consider the BSE disease investigation.

Mr. Hilstrom moved, - That this Committee invite the Minister of Agriculture for the province of Alberta, the Honourable Shirley McClellan, to appear before this Committee in early June 2003, to discuss how the Government of Alberta intends to implement its recently passed legislation regarding the Canadian Wheat Board.

After debate, the question was put on the motion and it was agreed to on division.

Mr. Hilstrom moved, - That this Committee review the actions of the Department of Agriculture and Agri-Food and the administration of the AIDA and CFIP programs, in the case of a Manitoba farmer, Mr. John Morrison.

After debate, the question was put on the motion and it was negatived.

Robert Carberry made an opening statement, and with the other witnesses, answered questions.

At 12:17 p.m., Mr. Hilstrom took the Chair.

At 12:25 p.m., Mr. Steckle took the Chair.

At 1:10 p.m., the Committee adjourned to the call of the Chair.
