Meeting No. 82

Tuesday, June 10, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 3:17 p.m. this day, in Room 307, West Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, Stan Dromisky, John Godfrey, Charles Hubbard, Nancy Karetak-Lindell, Anita Neville, Benoît Serré.

Acting Members present: Robert Bertrand for Julian Reed, Pauline Picard for Yvan Loubier.

In attendance: From the Library of Parliament: Tonina Simeone, Analyst.

Witnesses: From the Federation of Saskatchewan Indian Nations: Chief Perry Bellegarde. From the Tobique First Nation: Chief David Paul.

The Committee proceeded, in camera, to the consideration of its future business.

It was agreed – That the Committee adopt the following schedule for its study of Bill C-19.

Wednesday, June 11, 2003:       3:00 p.m. – 9:00 p.m.                   Hearing of witnesses

Thursday, June 12, 2003:           9:00 a.m. – 12:00 (noon)             Hearing of witnesses

Friday, June 13, 2003:                 Amendments to Bill C-19 to be received by the Clerk no later than 5:00 p.m.

Monday, June 16, 2003:             Amendments to leave the Clerk’s office at 9:00 a.m. to be hand-delivered to Member’s offices.

Monday, June 16, 2003:             Meeting on Clause-by-clause at 3:30 p.m.

At 3:35 p.m., the sitting was suspended.

At 3:40 p.m., the sitting resumed in public.

Pursuant to its Order of Reference of Thursday, February 20, 2003, the Committee resumed consideration of Bill C-19, An Act to provide for real property taxation powers of first nations, to create a First Nations Tax Commission, First Nations Financial Management Board, First Nations Finance Authority and First Nations Statistical Institute and to make consequential amendments to other Acts (See Minutes of Proceedings, Monday, June 9, 2003, Meeting No. 80).

Perry Bellegarde made an opening statement and answered questions.

David Paul made an opening statement and answered questions.

At 4:50 p.m., the Committee adjourned to the call of the Chair.
