Tuesday, February 25, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 8:09 a.m. this day, in Prince Albert, Saskatchewan, at the Prince Albert Inn, Marquis Ballroom, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Raymond Bonin, Charles Hubbard, Nancy Karetak-Lindell, Yvan Loubier, Pat Martin, Maurice Vellacott.

Other Member present: Rick Laliberté.

In attendance: From the Committees Branch: Rémi Bourgault, Committee Clerk.

In attendance: From the Library of Parliament: Mary Hurley and Carol Hilling, Analysts.

Witnesses: From the Women's Commission of the Prince Albert Grand Council: Carole Sanderson, Senator, Prince Albert Grand Council; Shirley Henderson, Chair. From the Buffalo River Dene Nation: Celine Catarat; Alfred Billette; Allan Adam, Dene Interpreter. From the Chakastaypasin Band of the Cree Nation: Chief Calvin Sanderson; Sol Sanderson. From the Shoal Lake Cree Nation: Chief Marcel Head. From the James Smith Cree Nation: Chief Walter Constant; Isaac Daniels, Elder. Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

The witnesses made statements and answered questions.

At 8:31 a.m., the sitting was suspended.

At 8:49 a.m., the sitting resumed.

At 11:46 a.m., the Committee adjourned to the call of the Chair.
