The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 8:03 a.m. this day, in Prince Rupert, British Columbia, at the Crest Hotel, British Columbia Banquet Room, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, David Chatters, Charles Hubbard, Pat Martin, Maurice Vellacott.

In attendance: From the Committees Branch: Bibiane Ouellette, Committee Clerk.

In attendance: From the Library of Parliament: Mary Hurley, Analyst.

Witnesses:  As an Individual: Mary G. Dalen. From the Northwest Tribal Treaty Nations: Gerald Wesley, Co-chair. From the Tsimshian Tribal Council: Robert H. Hill, President. From the Skeena Native Development Society: Clarence Nyce, Chief Executive Officer; Graham Allen, Lawyer; Kevin McKay; Greg Smith, Manager, Business Development. As Individuals: Roberta Van Doorn; Theresa Wesley.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

The witnesses made statements and answered questions.

At 10:33 a.m., the Committee adjourned to the call of the Chair.
