Thursday, February 6, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 10:32 a.m. this day, in Room 308, West Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, John Godfrey, Charles Hubbard, Nancy Karetak-Lindell, Yvan Loubier, Maurice Vellacott.

In attendance: From the Library of Parliament: Mary Hurley, Analyst.

Witnesses: From the University of Arizona: Stephen Cornell, Professor of Sociology and of Public Administration and Policy, Director of the Udall Center for Studies in Public Policy. From the Assembly of First Nations: Mary Jane Jim, Regional Vice-Chief, Yukon; Brian McDonald, Legal Counsel; Daryn Leas, Legal Counsel. From the Council of Yukon First Nations: Grand Chief Ed Schultz; Chief Bob Dickson, Kluane First Nation.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

Stephen Cornell made an opening statement and answered questions.

At 11:29 a.m., the sitting was suspended.

At 11:35 a.m., the sitting resumed.

Grand Chief Ed Schultz, Mary Jane Jim, and Chief Bob Dickson each made an opening statement and, with the witnesses, answered questions.

At 1:09 p.m., the Committee adjourned to the call of the Chair.
