MINUTES OF PROCEEDINGS

Meeting No. 11

Wednesday, December 4, 2002

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in camera at 3:32 p.m. this day, in Room 307, West Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, R. John Efford, John Finlay, Yvan Loubier, Inky Mark, Benoît Serré, Brent St. Denis and Maurice Vellacott.

Acting Members present: Dick Proctor for Pat Martin, Beth Phinney for Nancy Karetak-Lindell, Lawrence MacAulay for Anita Neville and John Maloney for Brent St-Denis.

In attendance: From the Library of Parliament: Jean-Luc Bourdages, Mary Hurley and Carole Hilling, Analysts.

The Committee proceeded to the consideration of its future business.

It was agreed,-- That in relation to its study of Bill C-7, The First Nations Governance legislation, the committee retain the services of Jodie-Lynn Waddilove to summarize briefs at an hourly rate of $ 20.00 per hour, not to exceed 100 hours and a total cost of $2000.00 + GST.

 

It was agreed,-- That in relation to its study of Bill C-7, The First Nations Governance legislation, the committee retain the advertising agency Acart, for a flat fee of $100,000.00 + GST to mount an advertising campaign in support of the Committee’s work.

 

It was agreed,-- That in relation to its study of Bill C-7, The First Nations Governance legislation, the committee retain the services of personnel of the advertising agency Acart for a flat fee of $18,000.00 + GST to provide communications services in relation to the approved advertising contract.

 

It was agreed,-- That in relation to its study of Bill C-7, The First Nations Governance legislation, the Committee initiate an extensive mailing of a bullet-form information sheet on participating in the Bill C-7 legislative process. This sheet will be made available on the Committee’s web-site and will also be sent to the offices of all Members of Parliament encouraging them to make their constituents aware of the Committee’s activities.

 

It was agreed,-- That in relation to its study of Bill C-7, The First Nations Governance legislation, the Committee request that all requests to appear be received by the Clerk no later than January 24, 2003, and that written or taped submissions be received no later than February 14, 2003.

 

It was agreed,-- That in relation to its study of Bill C-7, The First Nations Governance legislation, the Committee travel to the following locations across Canada:

 

Nova Scotia – either Halifax or Sydney

New Brunswick – Fredericton

Quebec – Montreal, Val d’Or, and Sept-Iles

Ontario – Toronto, Sudbury, Thunder Bay

Manitoba – Winnipeg, Thompson

Saskatchewan – Regina, Prince Albert, North Battleford

Alberta – Red Deer, Slave Lake, Fort McMurray

British Columbia – Prince Rupert, Prince George, Nanaimo

 

It was agreed,-- That in relation to its study of the First Nations Governance legislation, the Committee authorize that assistants of the Minister of Indian Affairs and Northern Development as well as one assistant to each member of the Committee, travel with the Committee with all travel, accommodation costs, per diem, and any other associated travel costs being borne by the either the department or the Member’s personal operating budget.

 

It was agreed,-- That in relation to the study of Bill C-7, the First Nations Governance legislation, the hearing schedule for Ottawa be approved, with hearings beginning on Monday, January 27, 2003 and ending on Friday, February 14, 2003.

At 4:17 p.m., the Committee adjourned to the call of the Chair.
