Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pettigrew (Minister for International Trade), seconded by Mr. Rock (Minister of Health), Bill C-31, An Act to amend the Export Development Act and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pettigrew (Minister for International Trade), seconded by Mr. Rock (Minister of Health), Bill C-32, An Act to implement the Free Trade Agreement between the Government of Canada and the Government of the Republic of Costa Rica, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to implement the Free Trade Agreement between the Government of Canada and the Government of the Republic of Costa Rica''.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Tremblay (Lac-Saint-Jean-Saguenay), seconded by Mr. Guimond (Beauport -- Montmorency -- Côte-de-Beaupré -- Île d'Orléans), Bill C-394, An Act to amend the Pension Benefits Standards Act, 1985 (investment criteria), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Casey (Cumberland -- Colchester), seconded by Mrs. Wayne (Saint John), Bill C-395, An Act to establish National Crime Stoppers' Day, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

The debate continued.

Mr. Cadman (Surrey North), seconded by Mr. Sorenson (Crowfoot), moved the folllowing amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-15, An Act to amend the Criminal Code and to amend other Acts, since the Bill reflects several unrelated principles, rendering it impossible for the House to make a responsible and intelligible decision.''.

Debate arose thereon.

By unanimous consent, it was ordered, -- That, at 8:30 p.m. this day, the House continue to sit and resolve itself into a Committee of the Whole to consider a motion ``That the Committee take note of the planned meeting between the Prime Minister and the President of the United States'', provided that during consideration thereof: (a) the Speaker may from time to time act as Chair of the Committee; (b) the Chair of the Committee shall not receive any quorum call or any motion except a motion ``That the Committee do now rise''; (c) when no Member rises to speak, or at 12:00 midnight, whichever is earlier, the Committee shall rise; and (d) when the Committee rises, the House shall immediately adjourn to the next sitting day.

Mr. Solberg (Medicine Hat), seconded by Mr. Penson (Peace River), moved the folllowing subamendment, -- That the amendment be amended by inserting after the word ``principles'' the following:

    ``such as child luring and child pornography over the Internet, animal cruelty, amendments to the Firearms Act, criminal harassment, home invasions, disarming, or attempting to disarm a peace officer, reforming criminal procedure and allegations of miscarriage of justice,''.

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-284, An Act to amend the Criminal Code (offences by corporations, directors and officers).

Mrs. Desjarlais (Churchill), seconded by Ms. Lill (Dartmouth), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.
