The Clerk informed the House of the unavoidable absence of the Speaker.

Whereupon, Mr. Kilger (Stormont--Dundas--Charlottenburgh), Deputy Speaker and Chairman of the Committee of the Whole, took the Chair, pursuant to subsection 43(1) of the Parliament of Canada.

Prayers

Recall of the House of Commons

The Deputy Speaker informed the House that, pursuant to Standing Order 28(4), he had recalled the House today for the sole purpose of granting the Royal Assent to certain bills.

Royal Assent

The Deputy Speaker informed the House that the Honourable the Deputy Governor General will proceed to the Senate today at 4:00 p.m., for the purpose of giving the Royal Assent to certain bills.

Messages from the Senate

    Messages were received from the Senate as follows:

    — ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-45, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2002.

    — ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-6, An Act to amend the International Boundary Waters Treaty Act, without amendment.

    — ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-36, An Act to amend the Criminal Code, the Official Secrets Act, the Canada Evidence Act, the Proceeds of Crime (Money Laundering) Act and other Acts, and to enact measures respecting the registration of charities in order to combat terrorism, without amendment.

Royal Assent

A Message was received from Her Excellency the Governor General, desiring the immediate attendance of the Commons in the Senate.

Accordingly, the Deputy Speaker, with the Commons, proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Deputy Speaker reported that when the Commons had been in the Senate, Her Excellency the Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:

    Bill C-32, An Act to implement the Free Trade Agreement between the Government of Canada and the Government of the Republic of Costa Rica — Chapter No. 28;

    Bill C-34, An Act to establish the Transportation Appeal Tribunal of Canada and to make consequential amendments to other Acts — Chapter No. 29;

    Bill S-31, An Act to implement agreements, conventions and protocols concluded between Canada and Slovenia, Ecuador, Venezuela, Peru, Senegal, the Czech Republic, the Slovak Republic and Germany for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income — Chapter No. 30;

    Bill S-33, An Act to amend the Carriage by Air Act — Chapter No. 31;

    Bill C-24, An Act to amend the Criminal Code (organized crime and law enforcement) and to make consequential amendments to other Acts — Chapter No. 32;

    Bill C-31, An Act to amend the Export Development Act and to make consequential amendments to other Acts — Chapter No. 33;

    Bill C-40, An Act to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal an Act and certain provisions that have expired, lapsed, or otherwise ceased to have effect — Chapter No. 34;

    Bill C-38, An Act to amend the Air Canada Public Participation Act — Chapter No. 35;

    Bill S-10, An Act to amend the Parliament of Canada Act (Parliamentary Poet Laureate) — Chapter No. 36;

    Bill C-46, An Act to amend the Criminal Code (alcohol ignition interlock device programs) — Chapter No. 37;

    Bill C-44, An Act to amend the Aeronautics Act — Chapter No. 38;

    Bill C-6, An Act to amend the International Boundary Waters Treaty Act — Chapter No. 40;

    Bill C-36, An Act to amend the Criminal Code, the Official Secrets Act, the Canada Evidence Act, the Proceeds of Crime (Money Laundering) Act and other Acts, and to enact measures respecting the registration of charities in order to combat terrorism -- Chapter No. 41.

The Deputy Speaker also reported that he had addressed Her Excellency the Governor General as follows:

“May it please Your Excellency:

    The Commons of Canada have voted Supplies required to enable the Government to defray certain expenses of the public service.

    In the name of the Commons, I present to Your Excellency the following Bill:

      An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2002

    To which Bill I humbly request Your Excellency's Assent.”

Whereupon, the Clerk of the Senate, by Command of Her Excellency the Governor General, did say:

    “In Her Majesty's name, Her Excellency the Governor General thanks Her Loyal Subjects, accepts their benevolence, and assents to this Bill.”

      Bill C-45, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2002 (Appropriation Act No. 3, 2001-2002) — Chapter No. 39.

Adjournment

At 5:10 p.m., the Deputy Speaker adjourned the House until Monday, January 28, 2002, at 11:00 a.m., pursuant to Standing Orders 28(2) and 24(1).
