Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1) and Order made earlier today, on motion of Mr. Collenette (Minister of Transport), seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), Bill C-44, An Act to amend the Aeronautics Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Reports from Committees

Mr. Bonin (Nickel Belt), from the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources, presented the Eighth Report of the Committee (Bill C-39, An Act to replace the Yukon Act in order to modernize it and to implement certain provisions of the Yukon Northern Affairs Program Devolution Transfer Agreement, and to repeal and make amendments to other Acts, without amendment). -- Sessional Paper No. 8510-371-98.

A copy of the relevant Minutes of Proceedings (Meeting No. 33) was tabled.


Mr. Bonin (Nickel Belt), from the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources, presented the Ninth Report of the Committee (Bill C-37, An Act to facilitate the implementation of those provisions of first nations' claim settlements in the Provinces of Alberta and Saskatchewan that relate to the creation of reserves or the addition of land to existing reserves, and to make related amendments to the Manitoba Claim Settlements Implementation Act and the Saskatchewan Treaty Land Entitlement Act, without amendment). -- Sessional Paper No. 8510-371-99.

Mr. Bevilacqua (Vaughan--King--Aurora), from the Standing Committee on Finance, presented the 11th Report of the Committee (Bill S-31, An Act to implement agreements, conventions and protocols concluded between Canada and Slovenia, Ecuador, Venezuela, Peru, Senegal, the Czech Republic, the Slovak Republic and Germany for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income, without amendment). -- Sessional Paper No. 8510-371-100.

Introduction of Private Members' Bills

Questions on Order Paper

Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to question Q-78 on the Order Paper.


Pursuant to Standing Order 39(7), Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the return to the following question made into an order for return:

    Q-54 -- Mr. Proctor (Palliser) -- With respect to Canada Pension Plan disability benefits, in total, in each HRDC regional office and for each of the years 1990 to 2000, inclusive: (a) how many individuals applied for such benefits; (b) how many applications for benefits were approved at initial application and at each level of appeal; (c) how many individuals, and what percentage of individuals, appealed the denial of benefits at initial application and at each level of appeal; (d) how many decisions that went against the government at the review tribunal level were then appealed by the Minister to the Pensions Appeal Board; (e) how many of the Minister's appeals were rejected; (f) what was the average length of time for HRDC to process a disability claim at initial application and at each level of appeal; and (g) at initial application, and at each level of appeal, how many disability claims took (i) less than 8 weeks to process, (ii) from 9 to 16 weeks to process, (iii) from 17 to 26 weeks to process, (iv) from 27 to 52 weeks to process, and (v) more than 52 weeks to process? -- Sessional Paper No. 8555-371-54.

Government Orders

The Order was read for the third reading of Bill C-36, An Act to amend the Criminal Code, the Official Secrets Act, the Canada Evidence Act, the Proceeds of Crime (Money Laundering) Act and other Acts, and to enact measures respecting the registration of charities in order to combat terrorism.
