MINUTES OF PROCEEDINGS

Meeting No. 6

Thursday, March 22, 2001

The Standing Committee on Transport and Government Operations met at 11:05 a.m. this day, in Room 269, West Block, the Chair, Ovid Jackson, presiding.

Members of the Committee present: Larry Bagnell, Ovid Jackson, Dominic Leblanc, Marcel Proulx, Alex Shepherd, Brent St.Denis, Paul Szabo, Andy Burton, Brian Fitzpatrick, Jay Hill, Mario Laframboise, Bev Desjarlais.

Acting Member present: Claude Drouin for Serge Marcil.

Witnesses: From theTreasury Board of Canada - Secretariat: Richard J.Neville, Deputy Comptroller General; Jane Cochran, Senoir Director, Procurement Policy; Glynnis French, Assistant Secretary, Human Resources Branch Strategic, Planning and Analysis Division; Jill Velenosi, Deputy Chief Information Officer.

 In attendance:. From the Research Branch of the Library of Parliament: John Christopher, June Dewetering,Grant Purves, Researchers.

In accordance with its mandate under Standing Order 108(2), officials from the Treasury Board Secretariat conducted a briefing session for the Committee members and answered questions.

At 12:36 PM the meeting was suspended.

At 12:42 PM the meeting was resumed. The Committee proceeded to sit in camera.

It was moved:

That, this Committee strike a Sub-Committee, to specifically deal with and report, on Government Contracting Procedure, and that all Associate Members of the Standing Committee on Transport and Government Operations, be allowed to participate as full Members of this Sub-Committee.

And debate thereon, the question being put on the motion was negatived.

It was agreed:

That on March 27th and March 29th, the Committee would hear witnesses on the subject of Bill S-2 (Marine Liability Act) and that on March 29th the Committee would proceed to a clause-by-clause consideration of that bill.

At 1:20 P.M., the Committee adjourned to the call of the Chair.
