Tuesday, February 19, 2002

The Standing Committee on Transport and Government Operations met at 11:15 a.m. this day, in Room 701, La Promenade Building, the Chair, Ovid Jackson, presiding.

Member(s) of the Committee present: Reg Alcock, John Cannis, Bev Desjarlais, André Harvey, Ovid Jackson, Mario Laframboise, Ghislain Lebel, Val Meredith, James Moore, Alex Shepherd, Darrel Stinson, Paul Szabo.

Acting Member(s) present: Robert Bertrand for Gerry Byrne, Gérard Binet and Dominic LeBlanc for Joe Comuzzi, Mark Eyking for Marcel Proulx and Jim Pankiw for Val Meredith.

Pursuant to Standing Order 108(2), the Committee proceeded to the consideration of the following motion by Ghislain Lebel, M.P. submitted to the Clerk on Wednesday, February 13, 2002, pursuant to the Forty-eight hours notice motions:

-That the Standing Committee on Transport and Government Operations summon Mr Michel Couillard, former Vice-President and General Manager of Canada Lands Company, to appear before the Committee and explain the pressures he may have been subjected to by the Honourable Alfonso Gagliano, former Minister of Public Works and Government Services, and his Chief of Staff Jean-Marc Bard, to hire persons close to the Liberal Party of Canada and to award contracts, thus confirming the serious allegations of patronage, favouritism and interference in the Canada Lands Company.

 

After debate, the question being put on the motion, it was negatived on the following recorded division:

Pursuant to Standing Order 108(2), the Committee proceeded to the consideration of the following motion by Ghislain Lebel, M.P. submitted to the Clerk on Wednesday, February 13, 2002, pursuant to the Forty-eight hours notice motions:

-That the Standing Committee on Transport and Government Operations invite the Honourable John Manley, Deputy Prime Minister and Minister responsible for Crown Corporations, to appear before the Committee and disclose the approach he is planning to take in managing Crown corporations under his governance, particularly Canada Lands Company, and relate the administrative deficiencies he may have noticed in the management of Crown corporations by his predecessor, the Honourable Alfonso Gagliano.

 

After debate, the question being put on the motion, it was negatived on the following recorded division:

Pursuant to Standing Order 108(2), the Committee proceeded to the consideration of the following motion by Ghislain Lebel, M.P. submitted to the Clerk on Wednesday, February 13, 2002, pursuant to the Forty-eight hours notice motions:

-That the Standing Committee on Transport and Government Operations invite the Honourable Alfonso Gagliano, former Minister of Public Works and Government Services responsible for Canada Lands Company, to appear before the Committee and answer questions as well as explain the circumstances relative to the accusations made in the October 22, 1998, letter (whose existence we have only recently learned from the media) written by Mr Michel Couillard, former Vice-President and General Manager of Canada Lands Company.

Pursuant to Standing Order 108(2), the Committee proceeded to the consideration of the following motion by Jim Pankiw, M.P. submitted to the Clerk by Val Meredith, M.P. on Sunday, February 17, 2002, pursuant to the Forty-eight hours notice motions:

-That Jean-Marc Bard, the Chief of Staff to former Public Works Minister Alfonso Gagliano, be invited to appear before the Committee to answer questions regarding conflict of interest allegations that both he and Gagliano interfered in the operation of Canada Lands Company by lobbying to secure employment for friends and supporters; contrary to sections 23(1) & 23(3) of the government’s Conflict of Interest Code.
