Thursday, May 10, 2001

The Standing Committee on Transport and Government Operations met at 11:05 a.m. this day, in Room 253-D, Centre Block, the Chair, Ovid Jackson, presiding.

Members of the Committee present: Andy Burton, Norman Doyle, Bev Desjarlais, Ovid Jackson, Mario Laframboise, Serge Marcil, Marcel Proulx, Alex Shepherd, Paul Szabo, Tony Tirabassi.

Acting Members present: Claude Drouin for Dominic LeBlanc, Robert Bertrand for Brent St.Denis and John Williams for Jay Hill.

In attendance: From the Library of Parliament: John Christopher; Grant Purves, researchers.

Appearing: From the Treasury Board.: Lucienne Robillard, President of the Treasury Board and Minister responsible for infrastructure.

Witnesses: From the Treasury Board of Canada - Secretariat: Frank Claydon, Secretary of the Treasury Board and Comptroller General of Canada. From the Treasury Board.: Carole Swan, Associate Secretary of the Treasury Board. From the Risk, Procurement and Asset Management Policy Sector: Roberta Santi, Assistant Secretary. Michelle d'Auray, Chief Information Officer. From Human Resources: Marcel Nouvet, Chief Human Resources Officer. From Infrastructure - National Office: Guy Bédard, Director General.

Pursuant to Standing Order 81(6), that the Main Estimates for the fiscal year ending March 31, 2002: Votes 1, 5, 10, 15, 20 and 25 under Treasury Board.

The Order of Reference dated Tuesday February 27, 2001, was read as follows:

Ordered: - That the Main Estimates for the fiscal year ending March 31, 2002, laid upon the Table on Tuesday February 27, 2001, be referred to the several Standing Committees of the House, as follows:

(16) to the Standing Committee on Transport and government Operations

--Treasury Board, Votes 1, 2, 5, 10 and 20.

Andy Burton moved: - That the committee invite to appear before it, at the earliest opportunity, representatives of the Groupaction Marketing company regarding the $612, 250 self-appraisal effectiveness study conducted by Groupaction Marketing for the government regarding the government's sponsorship of hunting, fishing and recreation event.

And debate arose thereon. The question being put, the motion was defeated by a show of hands:

Nays: 5

The President of the Treasury Board made a statement and, with the other witnesses, answered questions.

At 12:34 p.m. the meeting was suspended.

At 12:36 p.m. the meeting was resumed.

The Committee proceeded to sit in Camera.

The attention of the Chair was drawn to the lack of quorum.

At 12:38 p.m., the Chair declared the committee adjourned for want of quorum.
