Tuesday, December 4, 2001

The Special Committee on Non-Medical Use of Drugs met, in a televised session, at 9:15 a.m. this day, in Vancouver, in the Vancouver Island Room, the Chair, Paddy Torsney, presiding.

Members of the Committee present: Libby Davies, Dominic LeBlanc, Paddy Torsney and Randy White.

In attendance: From the Library of Parliament: Marilyn Pilon, research officer.

Witnesses: Panel – Local Government: From the City of Vancouver: Donald MacPherson, Drug Policy Coordinator, Social Planning Department. From the Vancouver/Richmond Health Board: Dr. Mark McLean, Associate Medical Health Officer, CCENDU Site Coordinator.  the As Individual: Joan Gadsby. From the International Drug Education and Awareness Society: Linda Bentall, President.

Pursuant to the Order of Reference adopted by the House of Commons on Thursday, May 17, 2001, consideration of the factors underlying or relating to the non-medical use of drugs.

The witness on the Local Government Panel made a statement and answered questions.

At 10:57 a.m., the sitting was suspended.

At 11:15 a.m., the sitting resumed.

Mark McLean made a statement and answered questions.

At 11:56 a.m., the sitting was suspended.

At 11:58 a.m., the sitting resumed.

Joan Gadsby and Lynda Bentall made statements and answered questions.

At 12:36 p.m., the Committee adjourned to the call of the Chair.
