Meeting No. 31

Wednesday, April 17, 2002

The Sub-Committee on International Trade, Trade Disputes and Investment of the Standing Committee on Foreign Affairs and International Trade met at 3:41 p.m. this day, in Room 269, West Block, the Chair, Mac Harb, presiding.

Members of the Sub-Committee present: Bill Casey, Rick Casson, Mark Eyking, Mac Harb, Pat O'Brien and Tony Valeri.

Acting Member present: Francine Lalonde for Pierre Paquette.

Other Member present: John Duncan.

In attendance: From the Library of Parliament: Peter Berg, Michael Holden and Jan Sinha, Research Officers. From the House of Commons, Legislative Services: Jean-Michel Roy, Legislative Clerk.

Witnesses: From the Department of Foreign Affairs and International Trade: Ray Boomgaardt, Special Counsel, Trade Law Division; Andrea Lyon, Director, Tariffs and Market Access Division. From the Department of Finance: Guillaume Cliche, International Relations Officer, Trade Remedies and General Trade Relations. From the Grey, Clark, Shih and Associates Limited: Peter Clark, President.

The Order of Reference dated Thursday, April 11, 2002, being now read as follows:

Ordered, – That Bill C-50, An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization, be referred to the Sub-committee on International Trade, Trade Disputes and Investment.

The Chair called Clause 1.

The witnesses made statements and answered questions.

Clauses 1 through 26 carried severally.

The Title carried.

The Bill carried.

ORDERED, – That the Chair report Bill C-50, An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization, without amendments to the Standing Committee on Foreign Affairs and International Trade as the Tenth Report of the Sub-Committee.

At 4:07 p.m., the sitting was suspended.

At 4:21 p.m., the sitting resumed in camera.

Pursuant to Standing Order 108(2), the Sub-Committee resumed its study of an assessment of WTO negotiating issues from a Canadian perspective, (See Minutes of Proceedings of Wednesday, January 30, 2002, Meeting no. 17).

The Sub-Committee proceeded to study its draft report on the assessment of WTO negotiating issues from a Canadian perspective.

 

At 6:06 p.m., the Sub-Committee adjourned to the call of the Chair.
