MINUTES OF PROCEEDINGS

Meeting No. 19

Wednesday, February 6, 2002

The Sub-Committee on International Trade, Trade Disputes and Investment of the Standing Committee on Foreign Affairs and International Trade met at 3:37 p.m. this day, in Room 209, West Block, the Chair, Mac Harb, presiding.

Members of the Sub-Committee present: Rick Casson, Mark Eyking, Mac Harb, Bob Speller and Tony Valeri.

Acting Member present: Yves Rocheleau for Pierre Paquette.

In attendance: From the Library of Parliament: Peter Berg and Michael Holden, Research Officers.

Witnesses: From the C.D. Howe Institute: Jack Mintz, President and Chief Executive Officer.

Pursuant to Standing Order 108(2), the Sub-Committee resumed its study of an assessment of WTO negotiating issues from a Canadian perspective, and its study on the examination of the Free Trade Area of the Americas in view of strengthening economic relations between Canada and the Americas, (See Minutes of Proceedings of Wednesday, January 30, 2002, Meeting no. 17).

The witness made a statement and answered questions.

At 3:38 p.m., Bob Speller assumed the Chair.

At 3:40 p.m., Mac Harb assumed the Chair.

At 4:30 p.m., the sitting was suspended.

At 4:35 p.m., by unanimous consent, the Sub-Committee proceeded to sit in camera.

It was agreed, – That the Sub-Committee adopt the draft budget for its travel to Brazil, Chile, Costa Rica and Peru in relation to its study of the FTAA and that the Chair present the budget to the main Committee with a request for the main Committee to seek permission from the House to complete this fact-finding mission as part of its examination of the Free Trade Area of the Americas in view of strengthening economic relations between Canada and the Americas.

At 4:43 p.m., the Sub-Committee adjourned to the call of the Chair.
