Meeting No. 16

Wednesday, November 28, 2001

The Sub-Committee on International Trade, Trade Disputes and Investment of the Standing Committee on Foreign Affairs and International Trade met at 3:31 p.m. this day, in Room 371, West Block, the Chair, Mac Harb, presiding.

Members of the Sub-Committee present: Rick Casson, Mark Eyking, Mac Harb, Pat O’Brien, Pierre Paquette, Bob Speller, and Tony Valeri.

Acting Members present: John Cannis for Mark Eyking, Roy Cullen for Bob Speller.

Other Members present: Bill Casey and John Duncan.

In attendance: From the Library of Parliament: Michael Holden, Researcher.  From Legislative Services:  Jean-François Pagé, Legislative Clerk.

Witnesses): From the Department of Foreign Affairs and International Trade: Sara S. Hradecky, Director, Export Financing Division; Wayne Robson, Deputy Director, Export Financing Division; Georgina Wainwright-Kemdirim, Officer, Export and Financing Division. From the Canadian Commercial Corporation: Emechete Onuoha, Vice-President, Corporate Strategy; Paul Thoppil, Vice-President and Chief Financial Officer; Tamara Parschin-Rybkin, Manager, Legal Services & Corporate Secretary. By unanimous consent, the Order of Reference dated Thursday, November 22, 2001, being now read as follows:

ORDERED, -- That Bill C-41, An Act to amend the Canadian Commercial Corporation Act be referred to the Sub-Committee on International Trade, Trade Disputes and Investment. (See Minutes of Proceedings, Thursday, November 22, 2001, Meeting No. 44).

The Chair called Clause 1.

Sara S. Hradecky and Enechete Onuoha made opening statements and, with the other witnesses, answered questions.

Clause 1 to 3 carried, severally.

Clause 4 stood.

Clause 5 stood.

Clause 6 carried.

Rick Casson moved, -- That Clause 5 be amended by replacing lines 2 to 4 on page 3 with the following:

“time shall not exceed $30 million.”

After debate, the question being put on the amendment, it was negatived on the following division:

Clause 5 carried.

Pierre Paquette moved, -- That Clause 4 be amended by adding after line 36 on page 2 the following:

4.1 The portion of subsection 10.(1) of the Act before paragraph (a) is replaced by the following:

10.(1) The Corporation may, while complying with Canada’s international commitments, do such things as it deems expedient for, or conducive to, the attainment of the purposes set out in section 9, and, for greater certainty, but not so as to restrict the generality of the foregoing, the Corporation may carry on the business of.”

After debate, the question being put on the amendment, it was negatived on the following division:

The Title carried.

The Bill carried.

ORDERED, -- That the Chair report Bill C-41, An Act to amend the Canadian Commercial Corporation Act, without amendments to the Standing Committee on Foreign Affairs and International Trade as the Sixth Report of the Sub-Committee.

At 4:48 p.m., the sitting was suspended.

At 4:51 p.m., the sitting resumed.

By unanimous consent, and pursuant to Standing Order 108(2) – the Sub-Committee proceeded to meet with the "Fédération des producteurs de lait du Québec".

Guylaine Gosselin made a statement and answered questions.

At 5:28 p.m., the Sub-Committee adjourned to the call of the Chair.
