MINUTES OF PROCEEDINGS

Meeting No. 13

Thursday, April 11, 2002

The Sub-Committee on Committee Budgets of the Liaison Committee met in camera at 1:10 p.m. this day, in Room 112-N, Centre Block, the Chair, Wayne Easter, presiding.

Members of the Sub-Committee present: Bonnie Brown, Wayne Easter, Walt Lastewka, Clifford Lincoln, John Williams.

Associate Member present: Michel Guimond.

Other Members present: Colleen Beaumier, Aileen Carroll, Mac Harb, David Pratt.

In attendance: From the Committees Directorate:  Diane Deschamps, Clerk of the Sub-Committee on Veterans Affairs of the Standing Committee on National Defence and Veterans Affairs; Mike MacPherson, Clerk of the Sub-Committee on International Trade, Trade Disputes and Investment of the Standing Committee on Foreign Affairs and International Trade; Stephen Knowles, Clerk of the Standing Committee on Foreign Affairs and International Trade.  From the Financial and Human Resources Services Directorate: Linda Biard, Manager, Financial Planning, Policy and Financial Planning; Nicholas Pappas, Senior Financial Officer.

Pursuant to Standing Order 107(1), the Sub-Committee proceeded to the consideration of budget submissions.

It was agreed, - That the Clerk prepare draft guidelines to assist the sub-committee in its consideration of travel budget requests.

It was agreed, - That the Chair reply to the Speaker’s letter of March 22 written on behalf of the Board of Internal Economy.

It was agreed, - That the Sub-Committee on Veterans Affairs of the Standing Committee on National Defence and Veterans Affairs be granted a budget of $20,000 to travel to Sainte-Anne de Bellevue and Montreal, on April 18 and to Toronto on May 1-2, 2002, for a fact finding Mission on Long-Term Care for Veterans.

It was agreed, - That the Sub-Committee on International Trade, Trade Disputes and Investment of the Standing Committee on Foreign Affairs and International Trade be granted a travel budget of $130,600 to travel to Sao Paulo (Brazil), Santiago (Chile), San José (Costa Rica), Lima (Peru) and Bogota (Colombia), from April 28 to May 12, 2002, for a fact finding mission of its study into an examination of the Free Trade Area of the Americas in view of strengthening economic relations between Canada and the Americas.

It was agreed, - That the Standing Committee on Canadian Heritage be granted a travel budget of $160,000 to travel to Iqaluit, Whitehorse, Yellowknife, from May 26-31, 2002, for Public hearing on the Canadian Broadcasting System.

At 2:15 p.m., Walt Lastewka took the Chair.

It was agreed, - That the Standing Committee on Fisheries and Oceans be granted a travel budget of $110,000 to travel to Vancouver and Port McNeil, B.C., from April 20-26, 2002, for Public hearing and site visits.


At 2:21 p.m., Wayne Easter took the Chair.

At 2:24 p.m., the Committee adjourned to the call of the Chair.
