MINUTES OF PROCEEDINGS

Meeting No. 49

Tuesday, April 23, 2002

The Standing Committee on Public Accounts met at 3:35 p.m. this day, in Room 371, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Robert Bertrand, John Bryden, Odina Desrochers, John Finlay, Mac Harb, Beth Phinney, Alex Shepherd and John Williams.

Acting Members present: Brian Fitzpatrick for Rahim Jaffer; Val Meredith for Philip Mayfield; Roger Cuzner for Shawn Murphy.

Associate Members present: Brian Fitzpatrick and Val Meredith.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O'Neal and Jean Dupuis, Research Officers.

Witnesses: From the Office of the Auditor General: Sheila Fraser, Auditor General of Canada; John O'Brien, Principal; Marilyn Rushton, Director. From the Atlantic Canada Opportunities Agency: Dennis Wallace, President; Paul J. LeBlanc, Vice-President, Policy and Programs; Peter Estey, Vice-President, Finance and Corporate Services.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider Chapter 6 (Atlantic Canada Opportunities Agency - Economic Development) of the December 2001 Report of the Auditor General of Canada.

Sheila Fraser from the Office of the Auditor General made a statement.

Dennis Wallace from the Atlantic Canada Opportunities Agency made a statement.

The Chair presented the SIXTH REPORT of the Sub-Committee on Agenda and Procedure, which is as follows:

The Sub-Committee met on Thursday, April 18, 2002 and agreed to make the following recommendations:

1. That Committee meetings be scheduled to consider the following Chapters from the April 2002 Report of the Auditor General of Canada:

Chapter 1 – (Placing the Public’s Money Beyond Parliament’s Reach);

Chapter 3 – (Information Technology Security);

Chapter 8 – Other Audit Observations: - Health Canada and Public Works and Government Services Canada.

 

2. CCPAC 2002 CONFERENCE

 

a) - That the Chair of the Committee be authorized to seek the authority and the necessary funds to permit up to seven (7) members of the Standing Committee on Public Accounts and three (3) staff persons of the Committee to travel to St. John’s, Newfoundland, to attend the Twenty-Second Annual Conference of the Canadian Council of Public Accounts Committees from August 25 to 27, 2002, and that the members attending the Conference utilize their air travel points to travel to the Conference.

b) - That the travel budget in the amount of $ 17,830 to attend the Twenty-Second Annual Conference of the Canadian Council of Public Accounts Committees from August 24, to 27, 2002 in St. John’s, Newfoundland be adopted.

The question being put on Recommendation 1, it was agreed to.

The question being put on Recommendation 2 (a) it was agreed to.

The question being put on Recommendation 2 (b) it was agreed to.

It was agreed, - That the SIXTH REPORT of the Sub-Committee on Agenda and Procedure be concurred in.

At 5:15 p.m., the Committee until 3:30 p.m., Thursday, April 25, 2002.
