Thursday, April 11, 2002
The Standing Committee on Public Accounts met at 3:35 p.m. this day, in Room 371, West Block, the Chair, John Williams, presiding.
Members of the Committee present: Robert Bertrand, John Bryden, Odina Desrochers, John Finlay, Sophia Leung, Philip Mayfield, Shawn Murphy, Alex Shepherd and John Williams.
In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O'Neal and Jean Dupuis, Research Officers.
Witnesses: From the Committees Directorate: Marc Bosc, Clerk Assistant. From the Parliamentary Publications: Bonita Neri, Director. From the Office of the Auditor General: Sheila Fraser, Auditor General of Canada; James Hood, Principal; Richard Domingue, Director. From the Department of Finance: Stephen Richardson, Senior Assistant Deputy Minister, Tax Policy Branch; Serge Nadeau, Director, Personal Income Tax Division, Tax Policy Branch. From the Canada Customs and Revenue Agency: David W. Miller, Assistant Commissioner, Assessment and Collections Branch; Kathy Turner, Director general, Benefit Programs Directorate, Assessment and Collections Branch.
The Committee proceeded to consider the question of the Audio Recording of the meeting of Tuesday, April 9, 2002 with respect to Chapter 13 -Other Audit Observations (Parc Downsview Park Inc.) of the December 2001 Report of the Auditor General of Canada.
Marc Bosc and Bonita Neri answered questions.
John Bryden moved, - That this committee recall the witnesses that appeared before the Public Accounts Committee on April 9, 2002.
After debate, it was agreed by a show of hands that the motion be tabled and allowed to stand: YEAS: 8; NAYS: Nil.
At 4:02 p.m., the sitting was suspended.
At 4:05 p.m., the sitting resumed.
Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider Chapter 13 - Other Audit Observations (Heating fuel rebate) of the December 2001 Report of the Auditor General of Canada.
Sheila Fraser from the Office of the Auditor General of Canada made a statement.
Stephen Richardson from the Department of Finance made a statement.
Davie M. Miller from the Canada Customs and Revenue Agency made a statement.
The witnesses answered questions.
At 5:30 p.m., the Committee adjourned until Thursday, April 18, 2002.
