MINUTES OF PROCEEDINGS

Meeting No. 39

Thursday, February 7, 2002

The Standing Committee on Public Accounts met at 3:37 p.m. this day, in Room 209, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Robert Bertrand, John Bryden, Odina Desrochers, John Finlay, Philip Mayfield, Shawn Murphy, Alex Shepherd and John Williams.

Acting Members present: Jason Kenny for Rahim Jaffer; David Anderson for Myron Thompson.

Associate Member present: David L. Anderson.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O'Neal and Jean Dupuis, Research Officers.

The Chair welcomed a delegation from Ethiopia and invited Mr. Ato Lemma, Auditor General, Office of the Federal Auditor General, to make a few remarks.

At 3:52 p.m., the sitting was suspended.

At 3:57 p.m., the Committee resumed its sitting in camera.

1. Pursuant to Standing Order 108(3)(e), the Committee resumed consideration of the Draft Report on Chapter 26, (Health Canada - Regulatory Regime of Biologics) and Chapter 27, (Canadian Nuclear Safety Commission - Power Reactor Regulation) of the December 2000 Report of the Auditor General of Canada. (See Minutes of Proceedings of Tuesday, February 5, 2002, Meeting No. 38).

2. Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider the Draft Report on Chapter 25 (Canadian Food Inspection Agency - Food Inspection Programs) of the December 2000 Report of the Auditor General of Canada.

It was agreed, - That the Committee adopt the Report as the FOURTEENTH REPORT of the Committee.

It was agreed, - That pursuant to Standing Order 109, the Committee request that the Government provide a comprehensive response to this Report.

It was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.

It was agreed, - That the Chair Table the FOURTEENTH REPORT to the House.

It was agreed, - That a Press Release be issued.

3. Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider the Draft Report on Chapter 18 (Governance of Crown Corporations) of the December 2000 Report of the Auditor General of Canada.

It was agreed, - That the Committee adopt the Report as the FIFTEENTH REPORT of the Committee.

It was agreed, - That pursuant to Standing Order 109, the Committee request that the Government provide a comprehensive response to this Report.

It was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.

It was agreed, - That the Chair Table the FIFTEENTH REPORT to the House.

It was agreed, - That a Press Release be issued.

4. Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider the Draft Report on Chapter 24 (Federal Health and Safety Regulatory Programs) of the December 2000 Report of the Auditor General of Canada.

It was agreed, - That the Committee adopt the Report as the SIXTEENTH REPORT of the Committee.

It was agreed, - That pursuant to Standing Order 109, the Committee request that the Government provide a comprehensive response to this Report.

It was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.

It was agreed, - That the Chair Table the SIXTEENTH REPORT to the House.

It was agreed, - That a Press Release be issued.

At 4:50 p.m., the Committee adjourned to the call of the Chair.
