Meeting No. 35

Tuesday, November 20, 2001

The Standing Committee on National Defence and Veterans Affairs met at 3:40 p.m. this day, in Room 362, East Block, the Chair, David Pratt, presiding.

Members of the Committee present: Rob Anders, Colleen Beaumier, Leon Benoit, Stan Dromisky, Cheryl Gallant, John O'Reilly, Janko Perić, David Pratt, David Price, Carmen Provenzano, Elsie Wayne, Bob Wood.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Assistants; Barry Hamilton, Consultant.

Witness: From the Canadian Institute for Strategic Studies: David Rudd, Executive Director.

Leon Benoit moved, - That the Committee hold meetings to consider and report on the Supplementary Estimates (A) for 2001-2002 for the Department of National Defence;

That the Committee invite the Minister and senior officials to appear before the Committee on the Supplementary Estimates (A) 2001-2002 as soon as possible but no later than December 1, 2001; and,

That the Committee consider and report recommendations on the Supplementary Estimates (A) 2001-2002 no later than three sitting days prior to the final allotted day in the current Supply period.

John O’Reilly moved, - That the motion be stood and referred to the Sub-Committee on Agenda and Procedure for consideration.

Leon Benoit moved, - That, pursuant to Standing Order 108, this Committee start work on developing a new White Paper on National Defence to be completed by December 31, 2002.

Pursuant to Standing Order 108(2), the Committee resumed consideration of its study on the state of readiness of the Canadian Forces.

The witness made an opening statement and answered questions.
