Meeting No. 9

Thursday, March 29, 2001

The Standing Committee on Industry, Science and Technology met at 9:05 a.m. this day, in Room 308, West Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Mauril Bélanger, Pierre Brien, Scott Brison, John Cannis, Bev Desjarlais, Jocelyne Girard-Bujold, Marlene Jennings, Walt Lastewka, Charlie Penson, James Rajotte, Andy Savoy and Susan Whelan.

Acting Members present: Gerry Byrne for Reg Alcock, Paul Macklin for Dan McTeague and David Price for Paddy Torsney.

In attendance: From the Library of Parliament: Dan Shaw, Research Officer.

Appearing: The Hon. Gilbert Normand, Secretary of State, (Science, Research and Development).

Witnesses: From the Department of Industry: Marie Tobin, Director General, Innovation Policy Branch; George Michaliszym, Director, Life Sciences Branch.

Pursuant to Standing Order 108(2), consideration of the Science and Technology Policies.

The Hon. Gilbert Normand made an opening statement and with Marie Tobin answered questions.

The Committee proceeded to its future business.

Mauril Bélanger moved, -- That the House of Commons Standing Committee on Industry, Science and Technology support the Long Range Plan (LRP) for Astronomy and Astrophysics. The LRP proposes an additional $16.4 million per year for 10 years totalling $164 million to be allocated to the National Research Council of Canada (NRC) and the Natural Sciences and Engineering Research Council of Canada (NSERC).

James Rajotte moved the following amendment:

To add the following words after the word "astrophysics":

"subject to the Minister of Industry and the Treasury Board providing this committee with the framework of decision-making criteria for assessing and prioritizing funding for large-scale scientific projects, and this committee satisfying itself that the LRP meets those criteria".

After debate, the question being put on the amendment, it was defeated on the following division.

The Committee proceeded to the consideration of the following motions, tabled on Tuesday, March 27, 2001, pursuant to 48 hours notice motion adopted on Wednesday, February 21, 2001:

Moved by Gilles Duceppe, -- That Pursuant to Standing Order 108(2), --That François Beaudoin be asked to appear before the Standing Committee on Industry, Science and Technology in order to give evidence on the Prime Minister's involvement in the Grand-Mère golf club issue and in the decisions made by the Business Development Bank of Canada regarding the Auberge.

Moved by Pierre Brien, -- That pursuant to Standing Order 108(2), I move that Mélissa Marcotte be asked to appear before the Standing Committee on Industry, Science and Technology in order to give evidence on the Auberge Grand-Mère issue.

Moved by Joe Clark, -- That pursuant to Standing Order 108(2), That Ms. Debbie Weinstein be called as a witness to the Committee in its examination of the work of the Ethics Counsellor.

Moved by Stockwell Day, -- That pursuant to Standing Order 108(2), I move that this committee send for Mr. Gilles Corriveau to appear as a witness regarding the ownership of the shares in 161341 Canada Inc.

The Ruling by the Chair:

Based on the same reasons of the Ruling I gave on Tuesday, March 27, 2001 on a similar motion, I rule the four motions, out of order.

Mauril Bélanger moved, -- That the decision of the Chair by sustained.

The question being put on the motion, it was agreed.
