Tuesday, April 23, 2002

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 10:37 a.m. this day, in Room 209, West Block, the Chair, Judi Longfield, presiding.

Member(s) of the Committee present: Libby Davies, Reed Elley, Raymonde Folco, Monique Guay, Judi Longfield, Gurbax Malhi, Monte Solberg, Diane St-Jacques and Alan Tonks.

Acting Member(s) present: Claude Duplain for Serge Marcil.

In attendance: From the Library of Parliament: Bill Young, Research Officers.

Witness(es): From the Department of Human Resources Development: Phil Jensen, Assistant Deputy Minister, Employment Programs Branch; Mike Saucier, Director General, Labour Market Directorate; Jane Clinckett, Special Advisor, Office of Disability Issues. From the Women in Trades and Technology National Network: Kathryn Running, Employment Equity Contract Consultant; Kim Leslie, Past National Coordinator. From the "Comité d'adaptation de la Main d'oeuvre pour personnes handicapées": Jérôme Di Giovanni, Executive Director. From the Canadian Council on Rehabilitation and Work: Joan Westland, Former Executive Director. From the "Comité d'adaptation de la main-d'oeuvre (CAMO) pour personnes immigrantes": Mamadou Diop, Regions Development Officer. From the Canadian Association of University Teachers: Rosemary Morgan, Legal Counsel. From the Canadian Media Guild: Barbara Saxberg, Vice-President, Equity & Human Rights.

Pursuant to its Order of Reference dated December 3rd, 2001 and to section 44 of the Employment Equity Act, the Committee resumed consideration of the statutory review of the Act (See minutes of Proceedings of December11, 2001 – Meeting No.44).

 

Phil Jensen made a statement.

 

Pursuant to Standing Order 106(2), the Committee proceeded to the election of its Vice-Chair (Opposition).

 

On a motion of Reed Elley, it was agreed, -- That Monte Solberg be elected Opposition Vice-Chair of the Committee.

 

Phil Jensen and the other witnesses from the Department of Human Resources Development answered questions.

 

Kathryn Running, Jérôme DiGiovanni, Joan Westland and Mamadou Diop made statements and with the other witness answered question.

 

Rosemary Morgan and Barbara Saxberg made statements and answered questions.

At 1:48 p.m., the Committee adjourned to the call of the Chair.
