The Standing Committee on Procedure and House Affairs met in a televised session at 3:36 p.m. this day, in Room 253-D, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present: Peter Adams, Pierre Brien, Marlene Catterall, Yvon Godin, Michel Guimond, Jay Hill, Joe Jordan, Paul Harold Macklin, Geoff Regan and Jacques Saada.

Acting Members present: Wayne Easter for Joe Jordan from 16:51 to 17:32; Marlene Jennings for Carolyn Parrish; Guy St-Julien for John Ricardson from 15:36 to 16:20; Robert Bertrand for John Richardson from 16:20 to 17:32; Marcel Proulx for Tony Tirabassi; Vic Toews for Garry Breitkreuz; Brian Fitzpatrick for Cheryl Gallant; Leon Benoit for Randy White from 15:36 to 17:05; Leon Benoit for Randy White from 15:36 to 17:05; Dale Johnston for Randy White from 17:05 to 17:32; André Bachand for Jay Hill.

Pursuant to the Order of Reference from the House of Thursday, February 7, 2002, the Committee resumed consideration of the question of privilege raised on January 31, 2002 by the Member for Portage--Lisgar concerning the charge against the Minister of National Defence of making misleading statements in the House (see Minutes of Proceedings of Thursday, February 7, 2002, Meeting No. 43).

Joseph Maingot made a statement and answered questions.

Vic Toews gave notice of the following motion:

- That the Minister of National Defence be invited to appear before the Committee at the earliest opportunity.

Pierre Brien gave notice of the following motions:

- That Ms. Wendy Gilmour, Political Advisor to the Canadian Joint Headquarters, U.S. Central Command, be invited as a witness by this Committee;

- That Mr. George Young, Executive Assistant to the Minister of National Defence be invited as a witness by this Committee.

Michel Guimond gave notice of the following motion:

- That the Committee invite Commodore Thiffault as a witness in person, in Ottawa, in Tampa Bay or by teleconference.

At 5:32 p.m., the Committee adjourned to the call of the Chair.
