Wednesday, October 24, 2001

The Standing Committee on Foreign Affairs and International Trade met in a televised session at 3:33 p.m. this day, in Room 237-C, Centre Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Rick Casson, John Duncan, Bill Graham, John Harvard, Marlene Jennings, Stan Keyes, Francine Lalonde, Diane Marleau, Pat O'Brien, Pierre Paquette, Bernard Patry, Svend Robinson.

Acting Member present: Gary Lunn for Bill Casey.

Associate Member present: Mac Harb. 

In attendance: From theParliamentary Research Branch of the Library of Parliament: Pter Berg, James Lee, Gerald Schmitz, Research Officers.

Appearing: The Honorable Pierre Pettigrew, Minister of International Trade.

Witnesses: From the Department of Foreign Affairs and International Trade: Leonard J. Edwards, Deputy Minister for International Trade. From Rights and Democracy: Warren Allmand, President. From the West Coast Environmental Law Association: Linda Nowlan, Executive Director. From the Canadian Chamber of Commerce: Robert Keyes, Senior Vice-President, International. From the Canadian Manufacturers and Exporters: Jayson Myers, Senior Vice-President and Chief Economist; Robert Blackburn, Senior Vice-president, SNC-Lavalin Inc.

Pursuant to Standing Order 108(2), the Committee proceeded with the briefing session on issues relating to the World Trade Organization Ministerial Conference in Doha, Qatar, November 9-13, 2001.

The Minister made an opening statement and answered questions.

The Committee resumed consideration of Bill C-31, an Act to amend the Export Development Act and to make consequential amendments to other Acts.

The Committee resumed consideration of Clause 1.

At 5:11 p.m., the sitting was suspended.

At 5:17 p.m., the sitting resumed.

Warren Allmand, Linda Nowlan, Robert Keyes and Jayson Myers made opening statements and, with Robert Blackburn, answered questions.

At 5:48 p.m., Jean Augustine took the Chair.

At 6:22 p.m., the Committee adjourned to the call of the Chair.
