Meeting No. 71

Thursday, May 9, 2002

The Standing Committee on Environment and Sustainable Development met at 9:07 a.m. this day, in Room 362, East Block, the Vice-Chair, Bob Mills, presiding.

Members of the Committee present: Roy Bailey, Bernard Bigras, Charles L. Caccia, Bob Mills, Karen Redman, Julian Reed, Hélène Scherrer, Alan Tonks.

In attendance: From the Library of Parliament:  Kristen Douglas and Tim Williams, Analysts.

Witnesses: From the Transboundary Watershed Alliance: Neil Townsend, Executive Director; David MacKinnon, Whitehorse Office. From the World Wildlife Fund Canada: Joshua Laughren, Director, Marine Conservation; Pete Ewins, Director, Arctic Conservation. From the New Brunswick Environmental Industy Association: William J. Borland, Director, Environmental Affairs. From the First Nations Environmental Assessment Technical Working Group: Gibby Jacob, Squamish Nation; Michelle Ellison, Member.

Pursuant to its Order of Reference of Monday, June 4, 2001, the Committee resumed consideration of Bill C-19, An Act to amend the Canadian Environmental Assessment Act (See Minutes of Proceedings, Tuesday, December 4, 2001, Meeting No. 56).

Neil Townsend, David MacKinnon, Peter Ewins, Joshua Laughren, William J. Borland and Gibby Jacob made opening statements and, with the other witness, answered questions.

At 10:56 a.m., the Committee adjourned to the call of the Chair.
