Meeting No. 65

Tuesday, April 9, 2002

The Standing Committee on Environment and Sustainable Development met in a televised session at 9:05 a.m. this day, in Room 253-D, Centre Block, the Chair, Charles L. Caccia, presiding.

Members of the Committee present: Bernard Bigras, Charles L. Caccia, Joe Comartin, Karen Kraft Sloan, Bob Mills, Karen Redman, Hélène Scherrer, Alan Tonks.

Acting Member present: Guy St-Julien for Julian Reed.

In attendance: From the Library of Parliament: Kristen Douglas and Tim Williams, Research Officers.

Witnesses: From the Canadian Construction Association: Jeff Barnes, Member, Board of Directors. As Individual: Robert B. Gibson, Environment and Resource Studies, University of Waterloo. From the Grand Council of the Crees of Quebec (Eeyou Istchee): Diom Romeo Saganash, Director of Quebec Relations; Franklin S. Gertler, Legal Counsel; Brian Craik, Director, Federal Relations; Ginnette Lajoie, Environment Coordinator/Analyst, Cree Regional Authority.

Pursuant to its Order of Reference of Monday, June 4, 2001, the Committee resumed consideration of Bill C-19, An Act to amend the Canadian Environmental Assessment Act (See Minutes of Proceedings, Tuesday, December 4, 2001, Meeting No. 56).

Jeff Barnes, Robert B. Gibson and Diom Romeo Saganash made opening statements and, with the other witnesses, answered questions.

ORDERED, - That the document entitled “A Matter of Cree Treaty Rights and Good Policy” presented to the Committee by the Grand Council of the Crees be published as an appendix to today’s Evidence (see Appendix “ENVI-1”).

At 11:10 a.m., the Committee adjourned to the call of the Chair.
