Meeting No. 2

Thursday, March 1st, 2001

The Standing Committee on Citizenship and Immigration met in a televised session at 9:00 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Mark Assad, Jean Augustine, Madeleine Dalphond-Guiral, Mark Eyking, Joe Fontana, Gurmant Grewal, John Herron, Steve Mahoney, Inky Mark, Anita Neville, Yolande Thibeault.

Acting Members present: Maurizio Bevilacqua for John McCallum, Stockwell Day for Lynne Yelich.

Other member present: Andrew Telegdi

In attendance: From the Library of Parliament: Jay Sinha, Researcher. From Committees and Parliamentary Associations Directorate: Paul Cardegna, Clerk.

Appearing: From the Citizenship and Immigration Canada: The Hon. Elinor Caplan, Minister of Citizenship and Immigration.

Witnesses: From the Citizenship and Immigration Canada: Janice Cochrane, Deputy Minister; Joan Atkinson, Assistant Deputy Minister, Policy and Program Development; David Dunbar, Counsel, Legal Services.

The Order of Reference dated Tuesday February 27, 2001, being read as follows:

ORDERED, --That Bill C-11, An act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger, be now read a second time and referred to the Standing Committee on Citizenship and Immigration.

The Chairman called Clause I.

The Minister of Citizenship and Immigration made an opening statement and answered questions.

It was agreed, - That on Tuesday March 13, the Committee receive a technical briefing on Bill C-11 by Officials from the Department and that the Committee hold public hearings in Ottawa during the month of March.

At 11:00 a.m., the Committee adjourned to the call of the Chair.
