Tuesday, October 16, 2001

The Standing Committee on Agriculture and Agri-Food and the Standing Committee on Foreign Affairs and International Trade met jointly in a televised session at 3:41 p.m. this day, in Room 253-D, Centre Block, Charles Hubbard, Chair of the Standing Committee on Agriculture and Agri-Food, and Bill Graham, Chair of the Standing Committee on Foreign Affairs and International Trade, presiding.

Members of the Committee present: David L. Anderson, Rick Borotsik, Garry Breitkreuz, Murray Calder, Claude Duplain, Mark Eyking, Marcel Gagnon, Charles Hubbard, Rick Laliberte, Larry McCormick, Dick Proctor, Bob Speller, Paul Steckle, Rose-Marie Ur.

Members of the Standing Committee on Foreign Affairs and International Trade present: Jean Augustine, Bill Casey, John Duncan, Bill Graham, John Harvard, Marlene Jennings, Francine Lalonde, Pat O'Brien, Brian Pallister, Bernard Patry.

Acting Members present: Carol Skelton for Howard Hilstrom

In attendance: From the Library of Parliament: Frédéric Forge, Jean-Denis Fréchette, James Lee and Gerald Schmidtz, Research Officers.  From the Committees and Associations Directorate:  Stephen Knowles, Clerk of the Standing Committee on Foreign Affairs and International Trade.

Witnesses: From the Agriculture and Agri-Food Canada: Suzanne Vinet, Chief Agricultural Negotiator, International Trade Policy Directorate, Market and Industry Services Branch. From the Canadian International Development Agency: Bill Singleton, Chief Economist, Policy Branch; Iain Macgillivray, Agriculture Specialist, Policy Branch; Luc Laviolette, Acting Director General, Program against hunger, malnutrition and disease, Multilateral Branch. From Oxfam Canada: Rieky Stuart, Executive Director. From Inter Pares: Dominique Caouette, Representative. From the Canadian Foodgrains Bank: Stuart Clark, Policy Manager.  From the South Centre, Geneva:  Shishir Priyadarshi, Agricultural Trade.

Pursuant to Standing Order 108(2), the Committee commenced its consideration of issues related to World Food Day.

Suzanne Vinet, Bill Singleton, Stuart Clark, Rieky Stuart and Dominique Caouette each made opening statements and, with Iain Macgillivray and Shishir Priyadarshi, answered questions.

At 4:04 p.m., Jean Augustine took the Chair as Joint Chair, replacing Bill Graham.

At 4:53 p.m., John Harvard took the Chair as Joint Chair, replacing Jean Augustine.

At 5:05 p.m., by unanimous consent, Shirshir Priyadarshi, made a statement and answered questions.

At 5:37 p.m., the Committee adjourned to the call of the Chair.
