Meeting No. 2
Thursday, November 4, 1999
The Standing Committee of Public Accounts met in camera at 4:00 p.m. this day, in Room 371, West Block, the Vice-Chair, John Richardson, presiding.
Members of the Committee present: Hec Clouthier, John Finlay, Mac Harb, Steve Mahoney, Gilles-A. Perron, Beth Phinney, John Richardson, Benoît Sauvageau.
Acting Members present: Eric Lowther for Paul Forseth, Derek Konrad for John Williams.
In attendance: From the Library of Parliament: Jean Dupuis; Brian O'Neal, Research Officers.
Pursuant to Standing Order 108(3)(e), consideration of a Draft Report on Chapter 6 (Human Resources Development Canada - Accountability for Shared Social Programs) of the April 1999 Report of the Auditor General of Canada.
Pursuant to Standing Order 108(3)(e), consideration of a draft report on Chapter 10 (Indian and Northern Affairs Canada - Funding Arrangements for First Nations: Follow-up) of the April 1999 Report of the Auditor General of Canada.
The Vice-Chair presented the First Report of the Sub-Committee on Agenda and Procedure which reads as follows:
The Sub-committee on Agenda and Procedure of the Standing Committee on Public Accounts met on Tuesday, November 2, 1999, and agreed to recommend the following:
It was agreed, - That the Committee hold meetings in relation to the following topics during the month of November:
- Chapter 6 and Chapter 10 of the April 1999 Report of the Auditor General of Canada,
- Public Accounts of Canada, 1998-1999,
- Annual Performance Report of the Office of the Auditor General of Canada, for the period ending March 31, 1999,
- Report of the Auditor General of Canada, April 1999, Other Audit Observations, pp. 23 – 26 (National Defence and Health Canada: Non-compliance with conditions and inadequate monitoring with respect to pre – licencing of an anti-malarial drug [mefloquine]),
- Chapter 1 (Correctional Services Canada - (Reintegration of Offenders) from the April 1999 Report of the Auditor General of Canada.
On motion of Mac Harb, it was agreed, - That the First Report of the Sub-committee on Agenda and Procedure be concurred in.
It was agreed, - That the Draft Report on Chapter 6 (Human Resources Development Canada - Accountability for Shared Social Programs) of the April 1999 Report of the Auditor General of Canada, as amended, be adopted as the First Report of the Committee and that the Chair present it to the House.
It was agreed, - That the Draft Report on Chapter 10 (Indian and Northern Affairs Canada - Funding Arrangements for First Nations: Follow-up) of the April 1999 Report of the Auditor General of Canada, as amended, be adopted as the Second Report of the Committee and that the Chair present it to the House.
It was agreed, - That the Chair be authorized to make such grammatical and editorial changes to the Reports as may be necessary without changing the substance of the Report.
At 4:30 p.m., the Committee adjourned to the call of the Chair.
