MINUTES OF PROCEEDINGS

Meeting No. 16

Thursday, March 2, 2000

The Standing Committee on Public Accounts met at 3:36 p.m. this day, in Room 209, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Hec Clouthier, Mac Harb, Steve Mahoney, Philip Mayfield, John Richardson, Benoît Sauvageau, Judy Sgro and John Williams.

Other Member present: Judy Wasylycia-Leis.

In attendance: From the Library of Parliament: Jean Dupuis and Brian O'Neal, Research Officers.

Witnesses: From the Office of the Auditor General of Canada: L. Denis Desautels, Auditor General of Canada; Maria Barrados, Assistant Auditor General; Ronnie Campbell, Principal, Audit Operations Branch. From Health Canada: Robert S. Lafleur, Senior Assistant Deputy Minister, Corporate Services Branch; Dr. Joe Losos, Assistant Deputy Minister, Health Protection Branch; Dr. Michael Shannon, Director General, Laboratory Centre for Disease Control. From the Canadian Food Inspection Agency: Ron Doering, President; Dr. Brian Evans, Executive Director, Animal Products Directorate; Robert Carberry, Director, Plant Health and Production Division.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to the consideration of Chapter 14 (National Health Surveillance: Diseases and Injuries) and Chapter 15 (Management of a Food-Borne Disease Outbreak) of the September 1999 Report of the Auditor General of Canada.

Denis Desautels, Robert Lafleur and Ron Doering made opening statements and, with the other witnesses, answered questions.

Pursuant to an order adopted on Wednesday, October 27, 1999, the Chair authorized that the document entitled Laboratory Centre for Disease Control-Surveillance Networks presented to the Committee by the Health Protection Branch be filed as an exhibit with the Clerk of the Committee. (Exhibit "PACC-A")

At 5:14 p.m., the Committee adjourned to the call of the Chair.
