Meeting No. 42

Wednesday, April 5, 2000

The Standing Committee on Justice and Human Rights met at 3:34 p.m. this day, in Room 209, West Block, the Chair, Andy Scott, presiding.

Members of the Committee present: Jim Abbott, Reg Alcock, Carolyn Bennett, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, Jacques Saada and Andy Scott.

Acting Members present: Myron Thompson for John Reynolds, Darrel Stinson for Chuck Cadman, Réal Ménard for Pierrette Venne.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Appearing: From the Ministry of the Solicitor General of Canada: The Hon. Lawrence MacAulay, Solicitor General of Canada.

Witnesses: From the Canadian Security Intelligence Service: Ward P. Elcock, Director. From the Correctional Service of Canada: Ole Ingstrup, Commissioner. From the Ministry of the Solicitor General of Canada: Jean T. Fournier, Deputy Solicitor General. From the National Parole Board: Willie Gibbs, Chairman. From the Royal Canadian Mounted Police: Philip J.R. Murray, Commissioner.

Pursuant to Standing Order 81(6) and the Order of Reference dated Tuesday, February 29, 2000, relating to the Main Estimates for the fiscal year ending March 31, 2001, being read as follows:

ORDERED, -- That Votes 1, 5, 10, 15, 20, 25, 30, 35, 40, 45 and 50 under SOLICITOR GENERAL, be referred to the Standing Committee on Justice and Human Rights.

The Chair called Votes 1, 5, 10, 15, 20, 25, 30, 35, 40, 45 and 50.

The Minister made an opening statement and with the other witnesses answered questions.

At 5:02 p.m., the Committee adjourned to the call of the Chair.
